South Africa Leads in Social Procurement—But What About Green Procurement? South Africa has made great strides in social procurement, using public purchasing to drive economic transformation and inclusion. However, more action is needed on green public procurement (GPP). At the subnational level, some cities and local governments are leading the way, but challenges remain: 🔹️ Procurers lack clear guidance and mandates for GPP 🔹 Many procurement officials lack training and access to best practices. 🔹 Upfront costs might be higher and budget planning limited, making implementation difficult. 🔹️ There’s no systematic way to track progress and measure GPP outcomes. 🔹️ Small and medium-sized enterprises (SMMEs) struggle to meet green procurement requirements. With public procurement making up 15% of South Africa’s GDP, leveraging it for sustainability can drive real change. #GreenPublicProcurement of homes differs from procuring products like stationery or uniforms. In housing projects, the responsibility largely falls on the #Procurer and #DesignTeam rather than the contractor, as green performance must be integrated from the early design stages. However, it remains crucial to encourage #contractors and #subcontractors to minimise the #CarbonFootprint of their processes. The CO₂ Performance Ladder, widely used by Dutch government agencies, has proven effective in driving contractors to measure and reduce their emissions. Now available in #Ireland, it was recently included in a Transport Infrastructure Ireland tender and successfully implemented by Jons Civil Engineering Company Ltd. This system rewards contractors at the tender stage for committing to a specific level on the performance ladder and then certifying their achievement during the contract.
