After #Ukraine adopted a Law on #Lobbying in early 2024, in October it introduced the Rules of Ethical Conduct for Lobbying Entities. While it is a step towards greater transparency of #lobby activities, increased control and the possibility of pressure from authorities could create risks for #CSOs. Fantastic discussions at Freedom Online Coalition (FOC) gathering on how to ground AI in binding international human rights framework, supported by the latest FOC Joint Statement - many practical pledges including the call for robust, human rights-based and meaningful AI impact assessments before deployment and use: http://bit.ly/4e0MJ3a. Hopefully, FOC member countries will adhere to it and embed robust impact assessments in policy and regulatory frameworks! Next chance: EU AI Act Fundamental Rights Impact Assessment guidance (coming in 2025) and COE Convention on AI's HUDERIA process (to be adopted end 2024). We are working hard to make those processes meaningful and inclusive for civil society too!
This week, Freedom Online Coalition (FOC) Members, Observers, the FOC Advisory Network, and external stakeholders convened in The Hague for the final Strategy & Coordination Meeting (SCM) of 2024, hosted by the Chair of the FOC, the Netherlands 🇳🇱. The SCM began with an opportunity for diplomats to build their capacity on a number of topics related to the Coalition’s mandate and priorities of the 🇳🇱 Chairship. Participants furthered their understanding of core Internet freedom principles, technical standards and human rights, and governance of artificial intelligence technologies in sessions facilitated by Christopher Painter, Mallory Knodel, and Vanja Skoric. The day culminated in an interactive simulation exercise facilitated by Joyce Hakmeh, tying together topical knowledge and negotiations, crisis management, and communications skills, through practically exploring the integration of rights-respecting and responsible government practices and policies for AI technologies, as outlined in the FOC’s recent Joint Statement (http://bit.ly/4e0MJ3a). On Wednesday, Member States engaged in strategic discussions to reflect on the 2024 Program of Action, with a specific focus on Goal 1, advancing a human rights-based and multistakeholder approach to the governance of digital technologies. Throughout 2024, the FOC held multistakeholder discussions in Geneva and New York to identify priorities and positions in relation to key processes for the governance of digital technologies, such as the UN #GDC, and advance shared principles of FOC Member States. This SCM enabled Members to take stock of these efforts and strengthen the Coalition’s engagement and coordination activities ahead of the #WSIS +20 review process. The FOC and its Advisory Network (FOC-AN) held a joint roundtable meeting, where key pieces of proactive and reactive advice shared by the multistakeholder FOC-AN with Coalition governments were highlighted as an opportunity to share relevant updates and identify next steps. The FOC-AN, composed of civil society, academia, the technical community, and private sector members, actively contributes to Coalition activities and outputs in support of the FOC’s mission to advance human rights, both online and offline. The final day of the SCM facilitated a discussion on 🇪🇪 Estonia’s upcoming Chairship of the FOC in 2025, and provided an opportunity for FOC sub-entities and external stakeholders to showcase recent activities. Sessions included the launch of the FOC Task Force on Information Integrity Online "Blueprint for Information Integrity"; a presentation on the EUI's initiative to track progress on global Internet-related commitments; a discussion on activities to implement the FOC’s Donor Principles for Human Rights in the Digital Age; and a joint session with stakeholders from the Media Freedom Coalition and FOC to explore key findings from the learning paper on maximising the impact of joint government statements.

On November 4, ECNL's Francesca Fanucci will attend a hearing in the #UKParliament on Regulating #AI in the #UK: Lessons Learnt from the #EUAIAct. The hearing will convene different members of Parliament and UK-based civil society organisations to hear from policy experts, who worked closely on the EU AI Act and will share insights and the lessons they feel the UK should consider adopting from Brussels as it looks to create its own counterpart to the AI Act.
