The National Institute for Research & Development in Informatics - ICI Bucharest was set up in 1970 and it is the most important institute in the field of research, development and innovation in information and communication technology (ICT) from Romania. Since its establishment, ICI Bucharest has continued to be a real source of experts in informatics, who through their studies and research have contributed to the development of this field. The main activity of ICI Bucharest is the realization and implementation of research-development projects in the field of ICT, thus supporting the development of the information society. ICI Bucharest's mission is to promote excellence in research and innovation, for the development of the knowledge-based economy in Romania and for the better integration in the European and international research space. Since 2001, ICI Bucharest is certified for the quality management system according to ISO 9001, recertified in 2012, according to ISO 9001: 2008 and in 2016 according to ISO 9001: 2015, for research - development and technology transfer activities in information technology and data communications. The name of the Institute has been associated over time with "premier achievements" in Romanian informatics: -development of the first national computer network; - total Internet connectivity through ".ro" domains registered with IANA; - the first digital library in Romania; - the first Romanian consortium for Grid development; - the first algebraically oriented language and the first compiler for linear optimization; - the first Romanian Grid site certified and included in the European EGEE profile infrastructure; - the first IT project in the field of Cloud Computing for public institutions in Romania; - the first Competence Center in the field of HPC in Romania; - the first specialized center in the field of Cyber Diplomacy; - pioneer in the development and adoption of Blockchain technology for applications for society.

ICI Bucharest participated in the "Kiss the Future" AI Summit, focused on artificial intelligence and emerging technologies. The event took place on September 5-6, 2024, in Sarajevo, Bosnia and Herzegovina, and brought together global leaders in the field of artificial intelligence (AI), who explored the impact of AI in various sectors, including health, telecommunications and public policy. On the sidelines of the summit, bilateral meetings were held with H.E. ICI Bucharest supports the National Bank of Romania (BNR) and the Financial Supervisory Authority (AUTORITATEA DE SUPRAVEGHERE FINANCIARĂ - ASF) for the development of a robust legislative framework and regulations regarding the digital asset market. This initiative aims to ensure a safe and regulated environment for transactions with cryptocurrencies and other types of digital assets, following the centralisation of proposals in this area and their debate in the Commission for Regulations in distributed technologies. ICI Bucharest launched the Blockchain Intelligence Academy (BIA), an educational program designed to train specialists in blockchain technologies, cryptocurrencies and other Distributed Ledger Technology (DLT) solutions to support these efforts. BIA offers professional training courses and certifications in collaboration with international experts and prestigious partners. The program covers various aspects of the blockchain ecosystem, from technical and cybersecurity elements to regulatory and governance issues. Radu Gabriel Safta, the ambassador of Romania, and Dan Cimpean, the director of The Romanian National Cyber Security Directorate. "Romania is committed to promoting cyber security through various strategic partnerships and research projects. Cooperation with global and regional partners is vital to address complex cybersecurity challenges and ensure collective security. An eloquent example is the project through which we develop a specialized platform in the energy sector, which represents a significant step in increasing simulation capabilities and response to cyber threats.
