ICI Bucharest is participating in the fourth edition of Sydney Dialogue, a conference organized by the think-tank Australian Strategic Policy Institute (ASPI). Together with the Romanian Embassy in Canberra, represented by H.E. Radu Gabriel Safta, Romania's ambassador to Australia, ICI Bucharest was also invited to the conference through Victor Vevera, the general director, and Dan Cimpean, the director of The Romanian National Cyber Security Directorate (DSNC). "The presence of ICI Bucharest at Sydney Dialogue represents a remarkable opportunity for exchanging knowledge and initiating essential international partnerships for advancing state-of-the-art technologies and protecting critical infrastructures in the face of increasingly sophisticated cyber threats. 🎯 Mission accomplished For the third time since 2022, Belgian Cyber Command's experts contributed to the deployment of the EU's Cyber Rapid Response Team (CRRT) recently deployed in Moldova to support their cyber security during the first round of presidential election and the referendum on anchoring EU accession in the constitution. 💡 What’s the CRRT? The project CRRT is part of the EU Permanent Structured Cooperation in Defence (PESCO) initiative launched in 2017. It is based on the sharing of strengths from several European countries (including Belgium) and aims to strengthen cooperation in cyber defence. The main mission of the CRRT is to assist countries that request it in the event of major cyber-attacks 📌 by providing expertise and technical resources to respond quickly and effectively to such incidents, 📌 by preventing cyber-attacks through audits and surveillance. 🛡 Concretly CRRT can be deployed in Member States and non-Member States to respond to a variety of cyber threats, including attacks on critical infrastructure, government computer networks and other vulnerable sectors. I had the honor of participating in a Policy Roundtable on the integration of the Western Balkans into the EU’s cybersecurity mechanisms and policies, held on September 3, 2024. The event, organized by the National Cybersecurity Authority, the Kosovar Centre for Security Studies, and the Open Society Foundation for Western Balkans, brought together diplomats, experts, and key ecosystem members to address the critical challenges that Albania and the region face in building a resilient digital future. We admit that the digital space has no borders, our interconnection with EU countries and the global community requires a collective effort to draft and implement effective cybersecurity policies. Cybersecurity is a fundamental pillar of digital transformation, ensuring that all processes are implemented efficiently and securely. Together, we must uphold standards and protect our people, systems, and data from cyber threats. Collaboration is key to ensuring a safe and secure digital environment for all. Published my latest piece in NDCP. In this Executive Policy Brief, I tried to discuss #cybersecurity in the context of the #WestPhilippineSea issue. I also tackled cyber attacks perpetrated against the Philippines and how they disrupt and threaten the country’s pursuit of its sovereign rights. I argue that China’s illegal, coercive, aggressive, and deceptive activities in the West Philippine Sea, together with cyber espionage, cyber attacks, and malign information operations, are challenges that require a robust response from the Philippines. Given these, I forwarded the following policy considerations: a) Improve collaboration with regional partners in addressing cyber attacks related to the West Philippine Sea; b) Clarify the whole-of-nation approach in the West Philippine Sea and determine the importance of cyber therein; c) Strengthen the National Cybersecurity Inter-Agency Committee by establishing its role in the WPS; d) Develop a cyber doctrine for WPS that supports the Comprehensive Archipelagic Defense Concept by the Department of National Defense; and e) Further promote cognition in cyberspace.
