About us

The Pacific Islands Forum Fisheries Agency (FFA) strengthens national capacity and regional solidarity so its 17 members can manage, control and develop their tuna fisheries now and in the future. Based in Honiara, Solomon Islands, FFA's 17 Pacific Island members are Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. FFA was established to help countries sustainably manage their fishery resources that fall within their 200 mile Exclusive Economic Zones (EEZs). FFA is an advisory body providing expertise, technical assistance and other support to its members who make sovereign decisions about their tuna resources and participate in regional decision making on tuna management through agencies such as the Western and Central Pacific Fisheries Commission (WCPFC). Since 1979, FFA has facilitated regional cooperation so that all Pacific countries benefit from the sustainable use of tuna – worth over $3 billion a year and important for many people’s livelihoods in the Pacific. Vision Statement The joint aim of members of the Forum Fisheries Agency is captured in its Vision Statement, which states: “Our people will enjoy the highest levels of social and economic benefits through the sustainable use of our offshore fisheries resources.” FFA’s Corporate Mission For staff and management at FFA’s regional headquarters, their work is guided by the Corporate Mission Statement, which states the mission of the organization is: “To drive regional cooperation to create and enable the maximum long term social and economic benefit from the sustainable use of our shared offshore fishery resources.”

  • 25 participants are undergoing a Dockside Boarding and Inspection Training in Tonga this week. This training, from 30 September to 4 October 2024, is hosted by the Tonga Ministry of Fisheries with the support of FFA, AFMA, and NZ MPI. The training is aimed at building the capacity of national compliance officers from Fisheries, Royal Navy and other line Ministries from Police, Customs, Immigration and Ports. Participants will dive into enhancing skills of executing effective safe vessel inspections, practical boarding exercises, vessel risk assessments, and critical lessons on the legal and operational frameworks essential for sustainable fisheries management. Tonga Fisheries CEO Dr Sione Vailala Matoto delivered the opening remarks to kick off the weeklong training. Participants engaged in workshops covering international legal frameworks, fisheries management controls, and essential safety requirements. It also targets hands-on vessel inspection exercises at the port, alongside the Tonga Royal Navy and other key stakeholders.   • FFA Director-General Dr Manu Tupou-Roosen recently met with the Director of Ocean Policy Research Institute at the Sasakawa Peace Foundation, Hideyuki Shiozawa, to discuss their support for FFA, including the Honiara Summit on the implementation of SDG 14.4. The Honiara Summit was announced again by Solomon Islands Prime Minister Hon. Jeremiah Manele during the recent 53rd Pacific Islands Forum Leaders Meeting in Tonga. The Honiara Summit will be hosted by the Solomon Islands Government in partnership with FFA, the Special Envoy of the United Nations Secretary General for Oceans Ambassador Peter Thomson and the Food Agriculture Organization (FAO) in February 2025.   • FFA Director-General Dr Manu Tupou-Roosen participated in a panel discussion on "Women in Law Enforcement" at the Regional Police Women's Advisory Network meeting which commenced in Honiara today. Discussions focused on the importance of women in our sectors. This opportunity reinforced FFA’s collaboration with the Chiefs of Police under the Partnership Declaration signed last November. 🗣 Dr Tupou-Roosen "It was a great privilege to speak to our police women from across the Pacific alongside eminent panellists and trailblazers RSIPF Deputy Police Commissioner Juanita Matanga of the Solomon Islands and AFP Pacific Commander Philippa Connell of Australia, following the inspiring keynote statement by the RSIPF Commissioner Mostyn Mangau. "We all recognise the great importance of full and equal participation of our women, including in law enforcement. Our women are the backbone of our families and communities. When we empower our women, we empower families and communities. "We are grateful to the PICP Secretariat for including FFA in this important event. FFA is firmly committed to all efforts across the Pacific to empower our Pacific People." This event follows Dr Tupou-Roosen’s participation at the annual Pacific Islands Chief of Police (PICP) Conference held in Tonga earlier this month, where maritime security was a key focus.   • Through the Royal Navy vessels HMS Spey and HMS Tamar, the UK continues to support surveillance efforts in Pacific waters, aiding in the protection of our vast ocean territories. FFA Director-General Dr Manu Tupou-Roosen expressed FFA’s gratitude, stating: 🗣 "The FFA acknowledges the valuable support of the United Kingdom to the Pacific including through HMS Spey and HMS Tamar in monitoring the vast waters of Pacific Island countries.   • 🌍 FFA Director-General Dr Manu Tupou-Roosen and Deputy Director-General Dr Pio Manoa attended meetings at the Food and Agriculture Organization (FAO) earlier this year. Through strategic discussions and high-level meetings, Dr Tupou-Roosen was provided opportunities to advance the Pacific Islands' agenda for sustainable fisheries and ensure that FFA's priorities are elevated in these dialogues. 1️⃣ Highlighting Women and Fisheries: Dr Tupou-Roosen and FAO Deputy Director-General Maria Semedo met and discussed the opportunities for women in leadership, fisheries and communities. Dr Tupou-Roosen congratulated DDG Semedo on her significant work, especially for Women. 2️⃣ Discussion with UN Secretary General's Special Envoy for Oceans: Dr Tupou-Roosen met with Ambassador Peter Thomson and FAO ASG Dr Manuel Barange to discuss the upcoming Honiara Summit on the Implementation of SDG 14.4, confirmed by the Solomon Islands Government for February 2025. This international summit will focus on advancing sustainable fisheries in line with global goals, with an opportunity to showcase the leadership of the Pacific in fisheries, share information and learn from different regions. 3️⃣ Regional Fisheries Body Secretariats Network (RSN) Meeting: As co-chairs of the RSN, Dr Tupou-Roosen and NEAFC Secretary Dr Darius Campbell, with support from FAO Assistant Director General Dr Manuel Barange, facilitated a crucial dialogue amongst more than 50 regional fisheries bodies secretariats. This Network provides a unique and valuable opportunity for information exchange and collaboration in the pursuit of sustainable fisheries. 4️⃣ Committee on Fisheries (COFI) Meeting: The FFA Executive participated in the COFI Meeting, in support of FFA Members who made valuable contributions to the discussion. The Meeting highlighted the collective efforts of global fisheries leaders towards achieving sustainable practices. 5️⃣ UNDOALOS Side Event on BBNJ: Dr Tupou-Roosen chaired a session organised by UNDOALOS, focusing on the Biodiversity Beyond National Jurisdiction (BBNJ) Treaty. This event provided an important platform to discuss collaborative efforts and opportunities to assist countries to effectively implement this new treaty.   • #FFAOpenDay2024 | What an incredible turnout! We were pleased to welcome over 1,500 students from 28 schools in Honiara for the FFA Open Day 2024 last week. Morning and afternoon sessions were held for the visiting students over the duration of three days, from 11 - 13 September, each session beginning with a tour of the FFA Secretariat Main Office, followed by a visit to the FFA Conference Centre. Here, students explored engaging stalls set up by the five divisions of the Secretariat, gaining insights into the work of the FFA Secretariat and our broader vision to secure the greatest social and economic benefits for Pacific peoples from their offshore fisheries resources. This Open Day is part of FFA's celebration of its 45th Anniversary, commemorating 45 years of regional cooperation and commitment to sustainable fisheries in the Pacific. FFA Director-General Dr. Manu Tupou-Roosen delivered an inspiring talk on the centrality of our people and our fisheries for our Pacific’s collective vision for a better future and took the opportunity to hear the students' aspirations. We were also joined by representatives from the Solomon Islands Ministry of Fisheries and Marine Resources (MFMR), the Solomon Islands National University (SINU), the University of the South Pacific (USP), Soltuna and the Solomon Islands Maritime Authority (SIMA).
