Report a translation problem
There are vanilla quests that were introduced that do something "similar" to what this mod does.
The "Royalty" expansion added "desperate refugees" and a "betrayal offer" counter quest.
The "Ideology" expansion added "Beggars." Ideology also added "Relic Hunt" with a subquest "The Villagers" where you go to their village to hack a terminal - which causes them to go hostile (and most people end up killing them).
With this mod I've never seen a quest like what you are talking about, and Orion has clearly stated they aren't adding "new content" (which is fine) so I cannot imagine that what you are talking about is from this mod (although Orion can speak for themselves, should they wish).
