About us

The Ministry of Energy and Energy Industries (MEEI) is responsible for the overall management of the oil, gas and minerals sectors in Trinidad and Tobago. These sectors are the largest single contributors to the GDP of the country and the revenues generated provide the resources for the future development objectives of the Government of the Republic of Trinidad and Tobago (GORTT). The MEEI is also responsible for monitoring, controlling and regulating of the energy and mineral sectors of Trinidad and Tobago. Its early years began in 1904 when the Mines Department was established to manage Manjak production. In 1948 the Mines Department was re-designated the Petroleum Department. In June 1962, the Ministry of Petroleum and Mines was established. Since then there has been nine name changes with corresponding changes in ministerial responsibility. As the energy sector expanded so have the roles and functions of the MEEI.   • Media Release MINISTER YOUNG CALLS FOR CONVERSATION TO MOVE TO IMPLEMENTATION AT CCS SYMPOSIUM The Honourable Stuart R. Young S.C., M.P, Acting Prime Minister of the Republic of Trinidad and Tobago, Minister of Energy and Energy Industries and Minister in the Office of the Prime Minister delivered the feature address at the International Carbon Capture and Storage (CCS) Symposium which was hosted at the UWI Conference Centre, St. Augustine Campus on 6th September, 2024. In sharing his perspective on the conference theme, ‘Towards a Net Zero Carbon Future with CCS; Synergizing Stakeholders, Milestones and the Way Forward,’ the Honourable Minister made a call for there to be a move from conversation to implementation due to the urgency of addressing climate change, within the context of Trinidad and Tobago’s hydrocarbon economy and its global exports. Minister Young urged participants at the symposium to leverage the strength of the global conversations that he has been having with organizations such as the European Union (EU), where the negative financial effects of the EU’s Carbon Border Adjustment Mechanism (CBAM) on smaller states such as Trinidad and Tobago were underscored by Minister Young. Minister Young also guided the participants to also look at Trinidad and Tobago’s infrastructure as a competitive advantage as 95% our petrochemical plants are located strategically in a cluster at the Point Lisas Industrial Estate making it perfect for a partnership between the private sector and the government to build the CCS and then pipeline it. In closing, Minister Young stated that “CCS is an important component in the continuation and the sustainability of our energy sector as we stay globally competitive.” Also presenting at the international CCS symposium was Mrs. Penelope Bradshaw-Niles, Permanent Secretary at the Ministry of Energy and Energy Industries who addressed the areas of policy and legislation for CCS.   • Media Release MINISTER YOUNG MEETS WITH NUTRIEN The Honourable Stuart R. Young S.C., M.P, Acting Prime Minister of the Republic of Trinidad and Tobago, Minister of Energy and Energy Industries and Minister in the Office of the Prime Minister, along with Ms. Ayasha Nickie, Director of Downstream Petroleum Management Division at the Ministry of Energy and Energy Industries, met with Mr. Edmond Thompson, Vice President and Managing Director, Nutrien on 6th September, 2024. The introductory meeting took place at the Ministry of Energy and Energy Industries’ International Waterfront Complex, Head-Office, Port-of-Spain. Minister Young congratulated Mr. Edmond Thompson, on his appointment as Vice President and Managing Director at Nutrien and commended the recent successful turnarounds of the company. Globally, Nutrien has made significant progress in reducing Carbon Dioxide (CO2) emissions from its facilities, and is committed to the implementation of Carbon Dioxide (CO2) sequestration and Enhanced Oil Recovery (EOR) initiatives in its operations. Minister Young looks forward to further meetings with the executive leadership team from Canada on the exploration of Trinidad and Tobago’s potential to implement carbon reduction solutions within the local petrochemical sector with Nutrien’s technical support.   • Media Release The Honourable Stuart R. Young S.C., M.P, Acting Prime Minister of the Republic of Trinidad and Tobago, Minister of Energy and Energy Industries and Minister in the Office of the Prime Minister met with Mrs. Kellyanne Lochan, Country Manager Trinidad and Tobago, Woodside Energy on 2nd September, 2024. The meeting took place at the Ministry of Energy and Energy Industries’ International Waterfront Complex, Head-Office, Port-of-Spain. Mrs. Kellyanne Lochan, Country Manager Trinidad and Tobago, Woodside Energy provided Minister Young with an update on operations at Woodside Energy coming out of the recent asset upgrade at Greater Angostura as Woodside Energy continues to pursue opportunities to maximise value and safely optimise production and operating costs in Trinidad and Tobago. With respect to the Calypso deep water project, marketing and commercial discussions remain ongoing, under the company’s exploration and development portfolio. Minister Young took the opportunity to congratulate Woodside Energy on its latest LNG tanker, the ‘Woodside Scarlet Ibis,’ named after the national bird of Trinidad and Tobago, which demonstrates the positive stakeholder relationship between the Government of the Republic of Trinidad and Tobago and Woodside Energy. Noting the company’s Pacific Basin position and recent agreement for the acquisition of Tellurian and Driftwood LNG, the energy minister stated that the Government of the Republic of Trinidad and Tobago is open to collaborating on opportunities that can emerge from Trinidad and Tobago’s strategic location in proximity to Atlantic and Pacific routes for LNG.   • Media Release Average Natural Gas Output for 2024 is Projected to Increase The Ministry of Energy and Energy Industries (MEEI) has taken note of recent reports regarding natural gas production within Trinidad and Tobago. In this regard, the MEEI advises that natural gas production for the month of June 2024 was impacted by the conduct of maintenance activities by three (3) of the major upstream gas producers resulting in a 22% reduction in production when compared to the previous month. This decrease in natural gas production was transparently reflected in the Consolidated Natural Gas Monthly Bulletins for the period January-June 2024 which is published on the MEEI’s website, www.energy.gov.tt. These maintenance activities, undertaken by major energy players bpTT, Woodside and Shell were planned a year in advance and are an essential component of compliance with government regulations. Among these activities were turnarounds which are proactive measures to ensure the safety of all personnel on the respective facilities as well as the optimization of processes aimed towards improving production and overall efficiency. The MEEI advises that the decrease in natural gas production was sheltered within the natural gas value chain by planned turnarounds at Train IV at Atlantic LNG, Point Lisas Nitrogen Limited and the Urea plant at Nutrien Ltd for the month of June 2024. The MEEI further advises that with the completion of these said activities, preliminary data shows that natural gas production for the month of July 2024 increased to 2.3 BCF/D and further increased to 2.7 BCF/D in August with production for Q4 2024 projected to average at 2.5 BCF/D.   • Media Release MINISTER YOUNG MEETS WITH ATLANTIC LNG EXECUTIVES The Honourable Stuart R. Young S.C., M.P, Minister of Energy and Energy Industries and Minister in the Office of the Prime Minister met with Atlantic LNG executives, Mr. Ronald Adams, Chief Executive Officer (CEO), Atlantic LNG Company of Trinidad and Tobago Limited; and Mr. Jean Andre Celestain, Chief Operating Officer (COO), Atlantic LNG Company of Trinidad and Tobago Limited. The meeting took place on 19th August, 2024 at the Ministry of Energy and Energy Industries’, International Waterfront Complex Head-Office, Port-of-Spain. Discussions included the major accomplishments of Atlantic LNG for the period 2021 to 2024. Among these were the execution of complex ‘Turn Arounds’ with the ‘T2’ turnaround in 2023 and ‘T4’ turnaround in 2024. The company is also now at the implementation stage of a new Asset Management System and a Fabric Integrity Campaign geared towards accelerating the company’s asset integrity upgrade has been implemented. Mr. Ronald Adams, Chief Executive Officer (CEO), Atlantic LNG Company of Trinidad and Tobago Limited, reported to Minister Young that the implementation of the company’s five-year strategic plan is proceeding at the projected pace. Mr. Adams also took the opportunity to officially introduce Mr. Jean Andre Celestain as Atlantic LNG’s Chief Executive Officer (CEO) designate effective 1st October, 2024. Minister Young thanked outgoing CEO, Mr. Ronald Adams for his dedication and keen business sense in steering the company through its complex restructuring and welcomed Mr. Jean Andre Celestain with a promise of more work due to the new arrangement for third party access to the LNG Trains which is projected to increase the output of the company’s Natural Gas Liquefaction Facility. Atlantic LNG was successfully restructured in December 2023. The new unitised commercial structure has resulted in an increase of government shareholding through the National Gas Company (NGC) from 10% and 11.2% in trains one and four respectively to 10% government shareholding for each of the four LNG trains at no cost to the people of Trinidad and Tobago. The landmark restructuring of Atlantic LNG led by the Honourable Stuart R. Young S.C, M.P, is unprecedented globally, and has been positively received and commended by local and international stakeholders. Energy Minister, The Honourable Stuart R. Young S.C., M.P. continues to pioneer change and drive innovation in Trinidad and Tobago’s energy sector to ensure that it remains globally competitive in the interest of energy security. ABOUT ATLANTIC LNG: Atlantic LNG is the operator of a four-train liquefaction facility located at Point Fortin on the southwest coast of Trinidad, and is one of the largest exporters of LNG in the world.   • Media Release MOMENTUM- LET’S DEBATE ON WHAT MATTERS IN THE ENERGY SECTOR Thirty-four (34) ‘interns’ at the Ministry of Energy and Energy Industries participated in a two-round knock out debate called “Momentum- Let’s debate on what matters in the energy sector.” The preliminary round of this debate was held on 29th July, 2024 and the much-anticipated final was hosted on 16th August, 2024 at the Ministry of Energy and Energy Industries, International Waterfront Complex, Head-Office, Port-of-Spain. Team ‘Energizers,’ comprising of Karishma Maharaj; Maya Wylie; Hershell Khan; Dania Cummings; Shaquille Rawlins; Solange Parker; Imani Griffith and Virender Ramnarine lifted the winning trophy as they emerged as the first champions of the esteemed debate. Their topic was, “Should Trinidad and Tobago continue with its development and sustaining of its hydrocarbon-based economy?” In second place was the team ‘Drillers’, compromising of Britney Rajkumar; Cianna Riley; Katalia Cato; Jyoti Dowlath; Nia Subero; Jaliyah Clarke; Adan Deo; and Xavier Pamphile. The Honourable Stuart R. Young S.C. , M.P. Minister of Energy and Energy Industries and Minister in the Office of the Prime Minister was present at the debate and presented both teams with their trophies and medals. Minister Young commended the teams on their debate skills, friendly rivalry, team support and the hard work that was put into researching the respective topics. At the preliminary round, the topics debated were, “Should the Republic of Trinidad and Tobago develop shared resources with a sanctioned country” and “Should natural gas be considered a transition fuel in the context of the energy transition.” To prepare the interns for their challenge, the Ministry of Energy and Energy Industries hosted a number events aimed towards developing critical thinking skills, confidence on speaking about the energy sector and mentorship. These events included, ‘Driven- A Conversation with the Honourable Stuart R. Young SC, MP. Minister of Energy and Energy Industries and Minister in the Office of the Prime Minister,’ where the Energy Minister had one-on-one conversation with the interns and answered their pointed questions on the energy sector. The interns also received tours of Trinidad and Tobago’s robust energy sector assets at Atlantic LNG, Trinidad Generation Unlimited (TGU) and the National Energy Skills Center (NESC) Drilling Academy.   • Media Release UPDATE ON OVERTURNED VESSEL, OFF COVE, TOBAGO The Ministry of Energy and Energy Industries advises that efforts to re-float the overturned vessel off the Coast of Cove, Tobago have been recently delayed due to adverse weather alerts and threats of Tropical Storm Ernesto which have resulted in rough seas and widespread thunderstorms and showers of varying intensities across Trinidad and Tobago. The re-float and tow phase of operations was targeted to be executed between the period 5th August, 2024 to 10th August, 2024. However, due to rough seas influenced by three consecutive weather events over the planned period, the operations to re-float and tow were suspended as the safety of all personnel remain paramount and there was a risk of damaging sensitive equipment. The next window to execute this critical operation would be based on the advice of the international experts who are retained to manage this part of the process. Until the re-float and tow operations commence, the vessel remains in an overturned state, unmoved from its grounded location off the Coast of Cove, Tobago. Prior to the re-float and tow phase, the technical staff at the Ministry of Energy and Energy Industries along with its international partner T&T Salvage were focused on carrying out works relative to the de-inventory phase of operations which commenced on 13th April, 2024. That de-inventory phase was completed with approximately 32,303 barrels of hydrocarbons being successfully pumped from the barge. The Ministry of Energy and Energy Industries is leading and managing the operations off the Coast of Cove, Tobago and as such remains the credible source of information regarding the overturned vessel. The Ministry of Energy and Energy Industries continues to have real-time and open dialogue with all respective agencies on the progress of operations. The safety of all personnel remains paramount as the prevailing weather conditions of the wet season and hurricane season persist. END

  • Trinidad and Tobago’s first ground mounted, commercial-scale, solar park is now located at the Piarco International Airport. This 0.5 MW solar park is expected to produce a minimum annual generation capacity of 767,034 kWh which can potentially avoid 500 metric tonnes of CO2 emissions, annually. This initiative contributes to T&T’s Paris Agreement commitment, to reduce emissions by 15%. At yesterday’s official launch ceremony, Minister Young took the opportunity to say that “Trinidad and Tobago is giving not only its commitment, but you will see through our implementation and delivery that we will do our part.” Minister Young applauded the success of the project which was made possible through a collaboration among the Airports Authority of Trinidad and Tobago, The Ministry of Works and Transport, The Ministry of Energy and Energy Industries, The Ministry of Planning and Development and the European Union.
