About us
The Association of Labour Providers (ALP) is a specialist trade association for labour providers promoting responsible recruitment, to ensure the provision, use and management of labour is recognised as a model of good practice. ALP has a range of members, from the largest national employment businesses to small local providers servicing the consumer goods supply chain across the food processing, horticultural and wider manufacturing, industrial, warehousing and distribution sectors. All organisations in the supply chain are welcomed as Associate Members. The ALP’s aim is for “The provision of temporary labour to the UK consumer goods supply chain to be a model of good practice” We achieve this through: • Raising Standards - improving standards of labour provision beyond base compliance. • Promoting Growth - raising awareness of labour providers’ contribution to supply chain efficiency. • Responsibility to workers – supporting labour providers and users to meet their legal and ethical responsibilities. • Sustainable Supply - facilitating the definition and application of fair pay and charge rates that enable business sustainability. • Proportionate Regulation – advocating proportionate regulation of labour provision that facilitates fair competition. • Sector Support – Championing the work of labour providers ALP has also developed two ground-breaking and complementary initiatives to support responsible recruitment: - The Responsible Recruitment Toolkit (www.responsiblerecruitmenttoolkit.org), a practical online resource base to build businesses’ capacity to become responsible recruiters through step-by-step guidance, videos, resources and workshops. - Clearview (www.clearviewassurance.com), a pioneering certification scheme which independently verifies labour provider’s efforts to recruit responsibly.

The Employment Rights Bill continues to morph as time progresses and as it makes its way through Parliament. Some of the amendments proposed last week are minor and some are significant - if you want the run-down on all of them, then you should watch this space for details on our forthcoming seminar. If you want to DM ahead of time to register your interest, then please do so. Some measures that have gone under the radar since last week's announcment, relating to the proposed Fair Work Agency ("FWA"): The FWA will be able to provide assistance to workers in employment cases, and if the claim succeeds then the FWA's costs will be recoverable from the losing employer; The FWA will be able to bring Tribunal claims on behalf of workers even if those workers don't want to bring the claims themselves! The FWA will be able to chase employers for unpaid sick pay and holiday pay - and impose financial penalties on top of any compensation, which penalties will go into the Exchequer's coffers. The UK 𝗹𝗲𝗱 𝘁𝗵𝗲 𝘄𝗮𝘆 with the 𝗠𝗼𝗱𝗲𝗿𝗻 𝗦𝗹𝗮𝘃𝗲𝗿𝘆 𝗔𝗰𝘁 a decade ago. Today, we are falling behind our international partners. If we don’t 𝘁𝗶𝗴𝗵𝘁𝗲𝗻 𝗼𝘂𝗿 𝗹𝗮𝘄𝘀, we risk not just failing vulnerable workers, but actively enabling their exploitation. 📜 𝗧𝗵𝗲 𝗘𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁 𝗥𝗶𝗴𝗵𝘁𝘀 𝗕𝗶𝗹𝗹 is a step forward, but the Committee is right—without additional reforms, it is likely to fall short. The best of British business has 𝗻𝗼𝘁𝗵𝗶𝗻𝗴 𝘁𝗼 𝗳𝗲𝗮𝗿 𝗳𝗿𝗼𝗺 𝗵𝗶𝗴𝗵𝗲𝗿 𝘀𝘁𝗮𝗻𝗱𝗮𝗿𝗱𝘀—only bad actors do. Today, the Government released its responses to five consultation papers on the Employment Rights Bill (ERB) and introduced key amendments following discussions with businesses and trade unions. Full details are available here: https://lnkd.in/eUzsCt5q. One major change is the extension of zero-hours contract measures to agency workers, granting them the right to a contract that reflects their regular hours and entitlement to short-notice cancellation payments. The amendments also strengthen worker protections, including an increase in the maximum penalty for failing to consult on collective redundancies, rising from 90 to 180 days’ pay per employee. Additionally, Statutory Sick Pay (SSP) will now be available to lower-paid workers and become a day-one entitlement. Further updates include reforms to modernise trade union rules and a targeted crackdown on non-compliance in umbrella company practices, with stronger enforcement to prevent exploitation. Thank you to everyone who attended the ALP (Association of Labour Providers) meeting this afternoon to discuss the Gangmasters and Labour Abuse Authority (GLAA) proposed 55% increase in licensing fees. Your engagement and feedback were invaluable in shaping our collective response. 🔎 Key concerns raised included: ❗ The scale and sudden nature of the proposed increase, especially after 16 years without changes ❗ Potential economic harm to compliant labour providers and risks of reduced compliance across the sector ❗ Lack of transparency regarding cost breakdowns and alternative funding options ❗ Insufficient time for labour providers to budget for the changes before the 28 April 2025 implementation date The ALP is now working on a detailed submission to the GLAA, incorporating the feedback from members. 💬 Submit your feedback directly to the GLAA by 24 March 2025 on events@gla.gov.uk 📩 Share your thoughts with ALP to ensure your views are reflected in our response.
