On this solemn anniversary, the Association of Labour Providers (ALP) reflects on the profound impact of the Morecambe Bay tragedy and the lasting legacy it has left on our industry. The devastating loss of at least 21 lives was a wake-up call that led to the creation of the Gangmasters and Labour Abuse Authority (GLAA), established to regulate labour providers and protect vulnerable workers from exploitation and abuse. It also highlighted the urgent need for stronger safeguards and greater accountability across labour supply chains At ALP, this tragedy continues to shape our mission. We remain steadfast in our commitment to working with all stakeholders to uphold the highest standards of ethical labour provision, ensuring safe, fair, and lawful employment for all.

According to a House of Commons committee report published this week, HMRC has funding for an additional 5,000 compliance officers to reduce the tax gap. (https://lnkd.in/ejqUxDSe) The #FairWorkAgency will be created from what is currently HM Revenue & Customs NMW enforcement unit the Gangmasters and Labour Abuse Authority (GLAA) and the Employment Agency Standards Inspectorate, part of Department for Business and Trade. They too will have a nationwide remit, but for preventing exploitation rather than collecting tax. Of course they will be doing both - preventing worker exploitation means more tax revenue from both workers and businesses as workers are paid what they are entitled to, and businesses are required to pay the tax they owe. The Border Security, Asylum and Immigration Bill introduces counter-terror-style powers to disrupt people smuggling gangs, enabling earlier arrests, phone seizures, and harsher penalties of up to 14 years. It criminalises supplying boat parts, forged documents, and aiding crossings, strengthens biometric checks, and grants the Border Security Commander legal authority to coordinate enforcement. New Serious Crime Prevention Orders will restrict criminals’ travel, internet, and finances and can be imposed without requiring a conviction. https://lnkd.in/eYAFQxjK

We're finally seeing some real signs of movement on these serious issues: commitments from the government to review and better enforce the Modern Slavery Act and great work here by the UK Independent Anti-Slavery Commissioner. Remember though that the NRM statistics are likely to be the tip of the iceberg in terms of potential victims of modern slavery in the UK. The next version of the Employment Rights Bill, incorporating all the amendments made during the Committee Stage is now available: https://lnkd.in/erBqzNQq. Not much more detail on the key issues of zero hours contracts, notice for shifts and day one rights - looks like we will need to wait for Regulations for more information - there are new clauses in there extending the time limits for tribunal claims, introducing new rights for seafarers and applying the day one right to SSP in Northern Ireland.
