📜 New GCHU Report: The “Listening Exchanges” 📜 A new project report, just published by Global Centre on Healthcare & Urbanisation, Kellogg College, University of Oxford, aims to explore a method to address polarisation in communities. A key challenge facing society in the 21st century is increasing polarisation relating to a range of policy issues, including climate change and sustainability policy. National and local governments have introduced policies which, in some cases, have divided opinion. For example, the introduction of LTNs in Oxford has elicited strong feelings for and against, and has been characterised by increasing polarisation within communities. Funded by the University of Oxford, this project aimed to explore whether a method involving “Listening Exchanges” could alleviate tension and division and contribute to addressing polarisation in a local context. Whilst not part of a consultative process, the project was endorsed by Oxfordshire County Council, and trialled 10 Listening Exchanges in Oxford between February and July 2024. The growing world population is increasingly centred in urban areas. Advances in many aspects of healthcare mean that people are living longer, but rapid and often unplanned urbanisation has impacted their quality of life. Unhealthy diets, reduced physical exercise, and other poor lifestyle choices, have increased demands on healthcare systems and led to greater numbers of premature deaths. Poorly planned urban development has increased pollution, affected housing standards, reduced access to green spaces, and fostered stress-related illness. The Global Centre on Healthcare and Urbanisation has been established to foster a better understanding of the interaction between these two disciplines to make urban centres environmentally, economically, and socially sustainable, and to provide an environment that supports and sustains health and wellbeing.

As the world grapples with the climate crisis, the power of cities to lead the way has never been clearer. During the latest episode of the University of Oxford’s #COP29 Podcast Series, I reflected on how urban centres are taking bold steps to address climate challenges. Bogotá’s master plan is a standout example—recognizing that 70% of its population lives in just 30% of the territory, while the majority of the land is environmentally protected. This strategy seamlessly integrates environmental preservation with social needs, showcasing how cities can balance climate resilience and quality of life. This plan was able to connect the environmental needs to the social needs and have both a climate and a social approach and embed that in the planning of the city. Land is limited and recognizing the social and ecological function of land is important in the planning of our cities and territories but we must plan for it in a way that everybody understands. This isn’t just about Bogotá—it’s about a global movement of cities stepping up where national efforts sometimes fall short. Cities are proving to be the linchpin of achieving ambitious climate targets. The lesson? Climate action starts at the local level—and cities are ready to lead. Really excited to have been awarded this grant – a big thank you to the Royal Town Planning Institute for funding this research! This project involves working with Re-engage as a research partner. They are a charity whose mission is to reduce the social isolation of older people across the UK. This research will include mapping the existing and ideal social worlds of older people who have experienced social isolation first-hand, and will consider how their local neighbourhood environments could enhance levels of social connectedness.
