UK regulators yesterday confirmed the air emission limit values (ELVs) for thermal plant burning hydrogen, both as a pure fuel and as a blend with natural gas. Whilst burning hydrogen creates no greenhouse gases, the high temperature reaction between atmospheric nitrogen and oxygen forms oxides of nitrogen which have consequences on human and ecological health. The new ELVs are a vital part of the emerging regulatory landscape for large-scale hydrogen production and usage, and will provide some long-awaited certainty on operational and emissions control requirements for developers and operators planning to use thermal hydrogen as a replacement fuel. New values are published for both Medium and Large Combustion Plant, and for several fuel blend compositions. 𝗖𝗮𝗽 𝗮𝗻𝗱 𝗙𝗹𝗼𝗼𝗿 𝗳𝗼𝗿 𝗟𝗼𝗻𝗴 𝗗𝘂𝗿𝗮𝘁𝗶𝗼𝗻 𝗘𝗻𝗲𝗿𝗴𝘆 𝗦𝘁𝗼𝗿𝗮𝗴𝗲 ITPEnergised (part of SLR) welcomes the UK government scheme locking in a cap and floor mechanism for Long Duration Energy Storage (LDES). This will enable both capitally intensive projects such as pumped hydro which hasn’t seen any new entry in the UK for decades and less capitally intensive, but more distributed frontier technology projects such as liquid air energy storage, compressed air energy storage and flow batteries, to benefit from investor support. The creation of a cap and floor system enables investors to receive a guaranteed minimum income with revenue upside limited i.e. a price stabilisation mechanism to pay back cost of capital. The mechanism allows increased investment certainty to reach bankable financial investment decisions. The seasonality across wind and solar PV in the northern hemisphere will benefit from LDES and we look forward to its increasing role in balancing our low carbon energy system and a pragmatic accelerated pathway to Net Zero with savings expected to give way to a lower electricity cost to the end consumer. 𝗧𝗲𝗺𝗽𝗼𝗿𝗮𝗿𝘆 𝗖𝗮𝗽 𝗮𝗻𝗱 𝗙𝗹𝗼𝗼𝗿 𝗳𝗼𝗿 𝗧𝗡𝗨𝗼𝗦 𝗖𝗵𝗮𝗿𝗴𝗲𝘀 ITPEnergised (part of SLR) welcomes Ofgem’s intervention proposing NGESO raise a temporary cap and floor mechanism for Transmission Network Use of System (TNUoS) charges via a Code Modification Proposal (CMP) to be brought to the Connection and Use of System Code (CUSC) Panel this October. This will enable increased investor confidence in the short term with the potential to unlock some of the UK’s development pipeline particularly up north in Scotland where charges are predicted to rise the steepest as various grid reinforcements come online to support ScotWind offshore wind. However, we feel the temporary nature of this arrangement may still lead to question marks over bankability. ITPEnergised (part of SLR) welcomes action by the new UK Government in making clear its ambition to achieve a Clean Power system by 2030 (CP2030) and set up a Mission Control Unit to deliver that ambition. The Secretary of State and Chris Stark, Head of 2030 Mission Control, tasks the ESO to develop pathways to deliver a clean power system by 2030. By November 2023, the Government also announced in its Transmission Accelerated Action Plan that it will commission the ESO to deliver a Strategic Spatial Energy Plan (‘SSEP’). The SSEP will provide the longer-term pathway for the future energy system, aligning to CP2030. The connections process, through TM04, will have a key role to play in delivering the generation, storage, interconnectors, and demand identified as needed under CP2030 and then the SSEP. Grid Connection Queues and TMO4 support of CP2030 NGESO has introduced Connection and Use of System Code (CUSC) Modification Proposals CMP434 and CMP435 revamping the Transmission capacity application process. This is under the qualification of “First Ready, First to Connect” and aims to remove the zombie projections that hold back grid capacity from real renewable energy projects that will help to achieve real Net Zero. Also known as TM04+, emerged from industry steering groups comprising of industry stakeholders such as Transmission Operators (TOs), Distribution Network Operators (DNOs), Independent Distribution Network Operators (IDNOs), generators, and demand users. Ofgem is prioritising this proposal, and the workgroup aims to finalise recommendations next month in November, with implementation scheduled for January 2025. What will this mean for our clients? We look forward to this positive change of landscape for our domestic and overseas developer and investor clients as CP2030 supported by TM04 should translate into less gaming of the system, increased development pipeline transparency and tangible time bound Net Zero momentum in the UK as well as putting less strain on our country’s limited resources for reviewing the vast pile of grid connection applications streamlined by this gated and prequalified approach. The theme of World Mental Health Day 2024 is ‘mental health at work’. Poor mental health can lead to decreased performance, absence from work, and increased staff turnover. Depression and anxiety alone result in the loss of approximately 12 billion workdays each year. So, by making mental health a priority, we can not only help people as individuals, we can help create a stronger, more resilient workforce. One of the biggest challenges in addressing workplace mental health is the pervasive stigma surrounding it. Despite growing awareness, many employees still fear that disclosing mental health struggles could harm their careers, result in judgment from colleagues, or lead to job loss. This stigma creates a culture of silence, preventing individuals from seeking the help they need. World Mental Health Day serves as a reminder that it's okay to talk about mental health, seek help, and support others who might be struggling. The Wellbeing Employee Network at SLR is a group of individuals that are passionate about fostering wellbeing in the workplace. They have created a welcoming and supportive space, which is open to all, and shares resources, and hosts workshops and webinars. This is a safe space to share, reflect, and influence continuous improvements in our workplace practices. World Mental Health Day is not just about one day of awareness – it's about starting conversations and actions that continue throughout the year and serves as a reminder to look after yourself and your colleagues, friends, and family. #WorldMentalHealthDay
