The LPDF welcomes the latest OBR report, which highlights the significant impact of recent NPPF reforms on housing delivery and economic growth. The reintroduction of mandatory housing targets and changes to Green Belt policy are expected to increase annual housebuilding by 30% by 2029-30, delivering 170,000 additional homes and taking net additions to a 40-year high. Crucially, the OBR finds that these reforms will boost economic growth at no fiscal cost, adding £6.8 billion to GDP and supporting productivity in the construction sector. MHCLGs planning application statistics provide another disappointing read today, although they are not unexpected. It excentuates the need for the government to be doing all it can to improve short-term decision making on planning applications, both in terms of timeframes and outcomes. Whist the NPPF and Planning and Infrastructure Bill are significant moves in the right direction, the government need to look at other changes to the system which have an immediate positive impact on the success of planning applications already in the system and the significant wave of new applications that will hit the system during 2025. #planningapplications #MHCLG

The much anticipated Planning and Infrastructure Bill has today (11th March) been introduced to parliament. The Land, Planning and Development Federation team will be taking their time to review, digest and understand the detail within this and will, over the forthcoming weeks be engaging with government on behalf of our members. https://lnkd.in/evYpcXJF Key headlines from within the Planning and Infrastructure Bill are as follows: 🔸The introduction of a new National Scheme of Delegation; 🔹Localised planning fees; 🔸A Nature Restoration Fund which will pool contributions to fund larger environmental interventions; 🔹Compulsory Purchase Reform; 🔸Strengthening of Development Corporations to make it easier to deliver large-scale development; 🔹The introduction of a system of Strategic Planning, through Spatial Development Strategies; 🔸A faster NSIP regime, seeking to streamline the process and speed up infrastructure delivery; 🔹Prioritising clean energy projects; and 🔸Electricity bill discounts for people living within 500m of new pylons across Great Britain. #planningandinfrastracturebill #planning #development #lpdf #members

Paul Campbell, CEO of Richborough and Land, Planning and Development Federation Board Member, was privileged to attend yesterday’s Round Table on Planning at No 10 alongside the Deputy Prime Minister, Rt Hon Angela Rayner MP and Minister of State for Housing and Planning, Matthew Pennycook MP. This intimate Round Table, involving key organisations representing the development industry, was aimed at discussing the newly published Planning and Infrastructure Bill and gave participants the opportunity to get across how the industry was responding to the challenge of delivery and what impact the new NPPF was having on increasing confidence in the planning system. Paul made a number of key points on behalf of the LPDF, particularly emphasising that land promoters are responsible for over half the major residential permissions granted all across this country and that a recent survey of members suggested that they are looking to increase output by 160%. He also had the opportunity to use data from his own organisation to highlight the increase in activity that had stemmed from the changes that Labour has already introduced to the planning system, but he also stressed that more needs to be done to ensure delivery is expedited. It is testament to the work of the LPDF, and its working relationship with government, that we are being invited to these types of events which are at the heart of the formation of new government policy. What impact is grey belt policy having? The LPDF have been working in partnership with Marrons looking at the early impacts of grey belt policy on both decision-taking and plan-making. This summary report provides an initial overview of the impacts covering the period since the publication of the NPPF on 12th December 2024 up until 3rd March 2025. Whilst this is only a short period of time, what is clear is that the introduction of grey belt policy has had a positive affect on the number of allowed planning appeals for residential development in the Green Belt. With the updated PPG on the Green Belt published recently, this should provide a greater level of clarity for decision makers and hopefully result in a greater positive impact from this significant new policy. The LPDF and Marrons are keen to see how decisions and local plans continue to be impacted by this policy and as such, we will be undertaking further, more detailed analysis to provide greater insight over the coming months.
