About us

We are an independent, results-focused consultancy & have expansive experience in planning through our team's experiences in both local authority & consultancy. Our planning team are RTPI qualified (the accrediting body for the planning profession) & care passionately about getting results for our clients. Since 2009 we have worked on more than 800 projects that have ranged from grand designs, farms & schools to industrial regeneration schemes, airports & large scale strategic housing. Providing the best, commercially sound & practical advice to anyone who asks us is at the heart of what we do. Our approach is always guided by our three principles of Integrity, Innovation and Intelligence. Integrity - With our detailed planning experience, we honestly assess the chances of project success. Your project really matters to us & we strive for the very best outcomes. Innovation - With a constantly evolving planning framework & complex procedures to navigate, we innovate to maximise Return on Investment (ROI), be this on a piece of land, a building or a development. ROI is not a single measurement, we value it not only as financial gains, but also sustainability, regeneration, improved social access to homes & infrastructure and preservation of heritage or environment. Intelligence - Planning systems, legislation, policies & guidance are ever changing. Expanding on our years of experience, we always keep up to date on the changes & recognise that they can be quite complex, so we unravel those complexities & provide you with a bespoke plan for your project. Our sole aim is to support you. We concentrate purely on planning & work with a community of specialists in related disciplines, which bring synergies to our work & ensure professional rigour. We have a track record of success across England but with a particular focus on Gloucestershire, the Cotswolds, Herefordshire, Worcestershire, Oxfordshire, Wiltshire, London, Essex, South East & Yorkshire.

It was great to be part of a briefing event with valued clients who are seeking to establish a Buddhist Meditation Centre in Gloucestershire. The project seeks to revitalise a disused farm through the conversion of several redundant historic Grade II listed buildings, along with adaptations to the wider farmyard to facilitate the proposed use. Alongside the development proposals, our client’s commitment to sustainability has been a driving force behind grand ambitions for a landscape-wide biodiversity enhancement scheme that will cover several acres of the farm. Plainview Planning Ltd. is the lead agent for the project, and we have recently submitted a pre-application advice request to the Council to seek views on the proposal ahead of a formal application being made. At the event, we were on hand to provide planning insights and generally help those attending understand the key planning considerations that we and the team (Austin Design Works and Cole Easdon) have grappled with in the pre-app submissions. We are looking forward to progressing to the next phase of this exciting and positive regeneration project! Planning Permission Granted for New Luxury Care Home in Gloucester! We’re delighted to announce that 2025 has started with planning permission being granted for a new 66-bed residential care home at Mill Farm, Mill Lane, Brockworth, Gloucester. This marks a significant milestone in delivering high-quality care facilities for the community, ensuring a supportive and comfortable environment for residents in collaboration with our development partner for the project, @LNT. The permission granted includes the demolition of existing buildings and the construction of a state-of-the-art C2 residential care home, along with essential ancillary works. This planning approval affirms our commitment to delivering new purpose-built care homes with a key focus on sustainability, environmental protection, and community impact. Particular consideration has been given to the following: ✔ Landscaping and ecological enhancements to protect biodiversity ✔ Noise and lighting controls to safeguard residents and neighbours ✔ Sustainable transport provisions including EV charging and cycle storage This development will enhance local care provision, create new jobs, and contribute to the Brockworth community’s well-being. • Thank you to those who attended our NPPF round table breakfast event! It was a positive layout to discuss all things new in this recently released planning policy framework. 🌟Read our Managing Director’s thoughts below for all the details.

    Managing Director, McLoughlin Planning

I was delighted to chair and host a McLoughlin Planning Ltd. round-table breakfast discussion on the new NPPF and what it means for landowners and developers for several of our clients recently at the Queens Hotel in Cheltenham. Following the publication of the NPPF in December, we have been hosting a number of one-to-one sessions with clients and other professionals, giving them the time to ask us questions about what we think the changes mean and how they are applied to our client's businesses. The Queens event was inspired by these ongoing discussions, aided by the ever-excellent Peter Goatley KC from No5 Barristers' Chambers (who does a great Michael Gove impression). It really epitomises one of our key roles as planning consultants and a key value in our company, sharing our knowledge and views on what these sizeable policy shifts and changes mean for those looking at acquiring and developing sites for housing or advising those landowners. Crucially, it is also about providing an environment where people can talk openly about questions which they may have so we can build a better understanding of the challenges facing other parts of the industry. Not just simply reiterating what the NPPF says, but what it means. It's been really valuable for us to gain these insights into what our clients and other professionals in the industry think about those changes so we can better tailor our approach. Land promotion and development have been key professional interests of mine over my career, and any changes to the NPPF in this regard are very important. It also allowed me to showcase the great talent we have on the team, with Russell Smith, Alexandra Eatough, Polly Mason, and Harriet Bray MRTPI, who are all working in this particular area of planning. If you would like an in-depth discussion about your development projects and land interests in light of the recent changes to the NPPF in areas of your interest, please get in touch. There is a lot going on at the moment and it's an exciting time to be in planning. With thanks to The Queens Hotel for providing the ideal venue and a cracking breakfast. #planning #nppf #housebuilding #localplan
