Founded in 1991, DLP Planning Limited (DLP) has long-standing experience in providing independent, wide-ranging town planning and development advice to public and private sector clients, across eight offices. DLP is highly experienced in all aspects of planning and development promotion, from site appraisals and development studies to land promotion through development plans, including examination appearances, to the preparation of planning applications and appeal of all scale The Practice also offers a range of specialist services through its specialist teams (SPRU and SDD) and also in areas such as compulsory purchase and Upper Tribunal (Lands Tribunal) advice, renewable energy (including wind, solar, bio and ‘rechargeable/battery’ developments), retail and mixed development advice, enforcement work and heritage. The specialist Strategic Planning and Research Unit (SPRU), undertakes demographic and economic assessment work – population and age assessments, housing requirement (OAN, SHLAA) and supply assessments (5 year supply assessments), economic impact and economic value assessments, and work on a range of strategic planning matters (both private and public sector). The Sustainable Development and Delivery Team (SDD), will add substantially to the DLP Planning ‘offer’, by enabling a more focussed and comprehensive service offering Master Planning/ Transportation Planning/ Travel Planning Implementation/ Flood Risk Assessment/ Sustainability Assessment, Environmental Assessment (and management) and Viability. The Planning and Infrastructure Bill had its First Reading today, introducing several key measures aimed at streamlining planning processes and implementing Spatial Development Strategies (SDS). - The Bill’s attempt to simplify the planning process, whilst also introducing SDS, may seem counterintuitive. However, any mechanism that increases the delivery of housing and infrastructure should be welcomed. - There’s a proposal to adjust application fees to provide additional funding for LPAs, with the hope that it will lead to more efficient processing of applications. - LPAs will also be required to undergo training to improve the quality of decision-making and enhance understanding of planning regulations. - Delegation of planning decisions at certain scales, allowing permission to be granted where the principle of development has already been accepted—and where matters of detail are generally considered acceptable by Planning Officers. - The introduction of SDSs aims to establish strategic planning across England, the focus being on cross-boundary issues involving multiple LPAs. These plans will be overseen by Mayoral Authorities or, in some cases, local authorities, with a strong emphasis on aligning development with infrastructure needs. - The Bill proposes that developers submit an Environmental Delivery Plan (EDP), outlining how their projects will balance growth with environmental protection -presenting an opportunity for a more holistic approach to biodiversity, carbon impact, and ecosystem resilience. - More broadly, the Bill supports faster approvals through NSIPs, which will be widely welcomed. The move to reduce objections to wind turbine developments as part of the country’s green energy solutions is another significant step forward, as is the focus on improving data centre resilience. - The DCO process will also be simplified to reduce delays for NSIPs. The application process will be shortened, with clearer guidelines on required consultations. Additionally, certain Environmental Impact Assessment rules may be streamlined for national infrastructure projects, though this could lead to a less consistent approach across England. - New Electric Vehicle (EV) infrastructure rules are highlighted, but many of these requirements are already set at the local level, where developers are required to include EV charging points in new residential and commercial projects. Of course, this is only the First Reading, and future debates will bring amendments and refinements to the Bill. Ultimately, the success of these proposals will be determined by their practical application. #planning #infrastructure

Yesterday members of our staff attended the RTPI X WiP International Women’s Day event - Empowering Spaces: Planning for Inclusive Built Environments at Anglia Ruskin University in Cambridge! It was a great event full of interesting speeches covering a wide range of topics. Our very own Managing Director Angela Dimbleby was one of the speakers and delivered a truly inspiring speech where she shared her personal experiences on navigating her career whilst balancing family responsibilities. She opened up on how her career and family has shaped her life and how she has dealt with the curveballs that life has thrown her way, leading to her re-framing work life balance to life balance as this encompasses all the many facets of life, including work, family and the other responsibilities we all have. A key takeaway is that our core values should be at the centre of what we do and be what drives us to keep going! Discussions also covered a range of other planning related topics: 🌟 Olivia Stapleford provided useful insights into dealing with conflict and negotiations within planning roles, particularly enforcement. She provided strategies for dealing with conflict and advised on how relationships can be built to allow for more constructive discussions. 🌟 Jenna Dutton discussed gender inequality in urban planning and how despite the fact that women comprise half the world’s population, the majority of global cities are not designed in a way that allows for the free movement and access of women in public spaces. She discussed the Royal Town Planning Institute’s gender mainstreaming toolkit and how this can promote gender equality within planning. 🌟 Jennie Savage FRSA presented on her involvement in producing an evidence base for the London Borough of Tower Hamlets Local Plan which involved conducting inclusive forms of engagement and research on the lived experiences of women and girls in public spaces within the borough. This informed the design guidance ‘This is for the Majority’ which promotes the delivery of gender inclusive design. 🌟 Marina Milosev discussed how national policy still fails to address gender inequality and the role that planning policy plays in making the lived experiences of women and girls a material consideration for planning decisions. She discussed her work at the London Legacy Development Corporation and how she has worked to engage women and girls within the design of public spaces. The day concluded with a Q&A panel discussion which explored these themes further and left much food for thought in relation to the role of planning in promoting gender equality. These are discussions that we have brought back to the office and will be exploring further as we continue in our journey for change in the planning and built environment sectors. #IWD2025 #InternationalWomensDay #planning #builtenvironment #design

Following publication of the revised NPPF in December 2024, the Ministry of Housing, Communities and Local Government have (MHCLG) have recently published Planning Policy Guidance relating to proposals on “Grey Belt” land, setting out how to make an assessment on whether land is grey belt, as well as helping us to understand under what circumstances proposals in grey belt can be approved. The MHCLG has provided useful diagrams to help try and simplify the new approach. In summary, the guidance states that any assessment area that is not judged to strongly contribute to any one of purposes a, b, or d contained in Paragraph 143 of the NPPF can be identified as grey belt land, subject to the exclusion of land where the application of the policies relating to the areas or assets in footnote 7 to the NPPF (other than Green Belt) would provide a strong reason for restricting development. For decision-making, Local Planning Authorities should consider the above when assessing green belt proposals, as well taking a view on whether development of the site would fundamentally undermine the purposes of the remaining Green Belt across the plan area, as set out in national policy and the newly published guidance. This presents lots of opportunities to look at the potential of sites in the Green Belt for development.
