  • Opening Date Announcement | 31 March 2025 The £150M Cross Tay Link Road project, will officially open on 31 March 2025 at approximately midday. The opening ceremony will be led by First Minister, John Swinney, and Perth and Kinross Council Leader, Councillor Grant Laing. Olympic medallist, Eilidh Doyle, who hails from the area, will also lead a parade of local people including joggers, wheelchair users and cyclists to commemorate the new Active Travel Path Network opening alongside the road infrastructure. Councillor Laing commented, “After many years in the planning and delivery residents, visitors and businesses will soon be able to cross Destiny Bridge and the New Kingsway following the official opening on 31 March 2025. “While the scale of the building project itself is immense, it’s what happens next that offers the real success story. By providing an alternative to driving through the city centre, the route will reduce congestion and improve air quality in the city centre, while the new Active Travel Path Network supports connections with the city and between the communities spanning the River Tay.   • At this morning's Economy and Infrastructure Committee, Convener, Councillor Eric Drysdale set out how the Council is looking to address the concerns of local residents about the impact of recent fires at the waste management site on Shore Terrace, Perth. Speaking about the impact of the most recent fire where residents were told to close windows to prevent smoke getting into their properties, and local roads and the city centre became congested while Friarton Bridge was closed, Councillor Drysdale said: "In my view, this is an unacceptable situation which must be urgently addressed to find solutions which minimise any risks in the future. "Perth and Kinross Council does not have a role in granting or reviewing the licence for waste management on the site, or for inspecting the fire safety arrangements on the site. "Nor can we change or influence the use or disposal of lithium batteries, although the use, recycling and storage of these is currently under review at a national level. "However, we do understand and share the concerns of our residents who are seeking reassurances about how fires at the site can be prevented in future. And, as representatives of the community we are committed to advocating for the safety and wellbeing of our residents. "To this end we are inviting representatives of site operators ENVA and lead agencies SEPA, the Health and Safety Executive, Transport Scotland, Scottish Fire and Rescue Service and Police Scotland to meet with the Leader of the Council, local parliamentarians, council officers and myself as soon as possible to seek reassurances, to understand what action can and will be taken to prevent such incidents from recurring and to ensure effective collaboration across all agencies. "We shall keep members of the public, this [Economy and Infrastructure] committee and ward councillors informed of the outcome of these discussions."

  • The voices of local businesses and residents will be a key part of considering any potential visitor levy scheme for Perth and Kinross. Councillor Eric Drysdale, Convener of our Economy and Infrastructure Committee explained: "The question to committee next week is not about whether or not to introduce a visitor levy scheme. It's about getting the support to start speaking to those most affected about what would need to be taken into consideration so that councillors can make an informed decision before committing to a local approach. "While visitors bring significant benefits to our local economy, there are also associated costs. The Council introduced the Visitor Rangers service because we recognised that investment was needed to support responsible tourism, and minimise the impact of visitors on our year-round residents. "With growing demands for critical services such as health and social care, supporting pupils with additional support needs, and tackling poverty, we have a duty to explore any opportunities for additional sources of income which can then be invested to support growing our visitor economy. That would then allow core funding to be focused on the services which are needed by the most vulnerable people in our communities." If approved by committee the early engagement process will last between 6 and 10 months. A full report from the feedback received, along with a draft Visitor Levy Scheme developed during the engagement, would then be presented to councillors in December 2025 to consider whether or not to proceed with introducing a scheme. If approved in December, a statutory consultation period of 12 weeks and then an 18-month implementation would follow. As a result, the earliest possible date for a scheme being introduced would be Summer 2027. The committee meeting agenda and report are available in full on our website at: https://lnkd.in/e_XBf_n3
