About us

The Quarries National Joint Advisory Committee (QNJAC) is a tripartite body comprising quarrying and extractive industry representatives of employers; employees; the government regulator (Health & Safety Executive, HSE); professional membership bodies; and industry training/educational organizations. In addition to several Sub-Committees, QNJAC operates a Steering Committee; a Target Zero Sub-Committee; plus an ad hoc ACoP Sub-Committee to advise revisions to The Quarries Regulations Approved Code of Practice. The purpose of the QNJAC is to debate and develop health and safety policies and implementation strategies.

  • There are two types of lagoons commonly found in quarries: Below Ground Level lagoons which are excavated into the underlying strata usually represent little hazard in terms of geotechnical failure. Above Ground Level Structures which can be concrete or metal constructions but are most commonly embankment type dams. There are some inherent dangers from a number of geotechnical failure mechanisms so they require careful inspection and monitoring.   • Although it is the Quarry Operator who has the legal duty to ensure that all those working in the quarry are competent to do the work they are being asked to do (or they are training under someone who is competent), it makes sense for the contractor to make sure that they can demonstrate the competence of their employees to the Quarry Operator. How else are they to bid for work? Contractors should aim to achieve at least same levels of competence for any given task that the Quarry Operator would achieve for one of their own employees.   • Approximately 20% of all fatalities in the mineral extraction industry involve vehicles or other mobile equipment. When a pedestrian comes into direct contact with mobile equipment in a quarry environment the likelihood of any resulting incident being of a serious or fatal nature is very high. QNJAC has developed a self audit tool for developing systems to achieve effective control of transport related hazards including: • Development of an appropriate traffic management plan that is customised for the specific issues at each site • Provision of segregation measures to separate traffic and pedestrians • Appropriate maintenance of equipment • Training and competence of individuals • Supervision and refresher training • Audit and review of effectiveness of control measures The findings of the audit can be recorded and used to write an action plan and a record made of the actions taken as a result of the audit. The question set can never be totally comprehensive in all circumstances, but it represents a good starting point that will be adequate in most situations.
