🚀 We finally officially launched our RAND Europe office in the #Netherlands! We are excited to be back here, and we look forward to work with governments and organisations using our analytical skills and methods to tackle the most complex challenges they’re facing. RAND has long and warm relationship with the Netherlands, dating back to the 1970s when we assessed the feasibility of the Oosterschelde storm surge barrier. Since then, many studies followed. And although we’ve had a spell without physical boots on ground, we’ve continued to work on topics such as #drug policy, organised #crime, #policing, #nationalsecurity, #radicalisation and #extremism, #defence procurement and #defenceindustry. We celebrated the launch with an event in the Mauritshuis in The Hague focusing on societal resilience against military and hybrid threats. My colleague Mattias Eken kicked off the event by introducing the topic and outlining the relevance of societal resilience for the Netherlands. Minister for Defence, Ruben Brekelmans (Ministerie van Defensie) offered his insights by highlighting three challenges related to military preparedness and societal resilience: 💡 Current laws and regulations are not necessarily fit-for-purpose for the grey zone between peacetime and armed conflict. 💡 It is difficult to invest in resilience against hybrid or military threats, when there is no imminent threat and sectors such as health, education or housing have other urgent priorities. 💡 It is tricky to strike the balance between increasing awareness of societal resilience against threats without installing fear or panic. I am grateful to Maksym Skrypchenko (Transatlantic Dialogue Center) for his sobering account from Ukraine where that grey zone turned dark black on February 24th, 2022. Also many thanks to Marco Zannoni (NCTV) for weighing his two-decade long experience in crisis management into this discussion and to Ruth H. (RAND Europe) for offering an analytical and international perspective. We are keen to contribute to an even stronger evidence-informed basis for policy and decision-making in the Netherlands! Nederland is al lang niet meer het enige land dat cannabisverkoop en -gebruik gedoogt. Hoe verloopt dat in die andere landen? En wat kunnen we opsteken van hun cannabisbeleid? Dat brachten RAND Europe en het Trimbos-instituut in opdracht van het WODC in kaart. In Europa (Malta, Luxemburg en Duitsland) wordt cannabis vaak aangeboden vanuit kleinschalige thuisteelt of niet-commerciële verenigingen (‘cannabisclubs’). Thuisteelt is ook gelegaliseerd in Uruguay, Zuid-Afrika, de meeste Canadese provincies en territoria en bijna alle Amerikaanse staten waar cannabis is gelegaliseerd. De meeste Amerikaanse staten en Canadese provincies met legale cannabis hebben daarnaast gekozen voor een commercieel model met telers en shops die winst mogen maken. In Uruguay wordt cannabis verkocht door apotheken, opererend in een streng gereguleerde omgeving. Behalve in Nederland worden vooralsnog nergens in Europa verkooppunten toegestaan. In het onderzoeksrapport staan de internationale ontwikkelingen op het terrein van cannabisbeleid voor recreatief gebruik sinds 2010. De onderzoekers doen daarnaast een groot aantal aanbevelingen rond de regulering van cannabis. Die hebben echter betrekking op het proces van beleidsvorming en niet op specifieke beleidskeuzes. Zoals de aanbeveling om voldoende tijd te nemen voor de implementatie van nieuw beleid, zodat ook handhaving- en toezichtinstanties de tijd krijgen om nieuwe regelgeving te analyseren. https://lnkd.in/eAe_jauR

📣 Last week the government announced that schools will be invited to bid for a share of £15 million capital funding to deliver up to 300 new or expanded nurseries. 📣 We're excited by this prospect as we know schools are doing good work to support under 4s. 📈 However, our analysis shows that the number of unfilled school places will not be enough to meet the need. Even assuming that not all eligible families will take up a place, there is still significant unmet childcare need. ❔ So what's to be done❔ 🏫 Our work suggests that multiple approaches are needed to expand provision and ensure it is high quality. 🏫 Working with multiple partners, including PVI settings, childminders, colleges, and local community groups could be a way of ensuring that children get access to quality early years education and care.
