    Stotles has helped The Observer (The Guardian) to uncover that Rydon, the construction firm which oversaw the refurbishment of Grenfell Tower and has been found to have “considerate responsibility” for the deaths of 72 people, has continued to win tens of millions of pounds worth of public sector contracts. Despite procurement bans and calls for blacklisting Rydon from winning further public sector contracts, Stotles data shows that the firm have continued to win multimillion pound contracts with councils (including housing), schools and the NHS. It was a pleasure to work with Jon Ungoed-Thomas on this story and use our data to promote public spending transparency and exhibit where the procurement system needs to improve to protect real people. https://lnkd.in/e2GV7Cgv

    Procurement Act 2023: KPIs, putting public sector contracts under the microscope 🔬 The Procurement Act is going to introduce Key Performance Indicators (KPIs) to organisations who win contracts worth over £5 million. Supplier performance will be tracked, assessed, and publicly reported to increase the accountability of the private sector to deliver on the goals and promises set out when a contract is award. What’s changing? 3️⃣ At least three KPIs must be set in contracts valued at £5m (unless deemed inappropriate). 📣 KPI performance will be assessed annually and published publicly in the form of performance notices. 📉 Poor KPI performance will lead to exclusion from future contract awards. 🔄 Suppliers must continuously demonstrate value throughout the lifecycle of a contract. This is intended to increase transparency, accountability, and push the standard of public services up by only engaging suppliers who meet their contractual commitments. Suppliers will be assessed on KPIs like: 🚚 On-time delivery: Ensuring that project milestones and deadlines are met as agreed in the contract. 💵 Value for money: Measuring the effectiveness of service delivery through performance benchmarks and stakeholder feedback. 💎 Service quality: Measuring the effectiveness of service delivery through performance benchmarks and stakeholder feedback.     It was announced yesterday that £69 billion has been confirmed for Local Council budgets, a near 7% increase from 2024-2025 💰 https://lnkd.in/gcJkEJ9u ❓ What does that mean for suppliers? Naturally, larger budgets means larger opportunities. But given the disarray of many local councils across the UK right now, let’s zoom in on one area of the budget and a subsequent opportunity - the Social Care Grant. An additional £880m has been confirmed towards social care initiatives in 2025-2026. Birmingham City Council, Essex County Council, Kent County Council and Norfolk County Council have all been awarded £100m+ to tackle social care in their localities. ❓ How can suppliers predict where tangible pipeline may appear after budgets are announced? Typically, understanding the expiring contract landscape can help you predict re-procurements and renewals relevant to your business. Let’s continue on the Social Care Grant example. In 2022, Birmingham City Council awarded West Midlands Care Association a £174k social care contract. The contract called for a 'Digital Social Care' supplier to help embed technology into social care as part of the wider Digital Transformation Programme. The contract ends in October 2025 and given the nature of the request, may be re-procured for or renewed. ❓ How can suppliers best approach Local Councils?     DOS 7 is going live very soon, but Digital Outcomes 6 isn’t over yet… in fact, there are 107 contracts renewing on the Digital Outcomes 6 framework before then 🔄 The new DOS 7 framework goes live in March 2026, meaning you’ve got just over a year to win existing contracts from your competitors or secure your own renewals 👀 Stotles has completed an analysis of Digital Outcomes 6 to inform your strategy on the framework in the final 12 months.   • Procurement Act 2023: Will ‘Competitive Flexible Procedure’ supercharge your public sector selling process? ⚡️ Johnny Hugill, Director of Commercial, Spend and Impact at our partner PUBLIC, calls Competitive Flexible Procedure (CFP) the “rockstar of regulations” and is the most significant change for suppliers in the new Procurement Act 🎸 The Act, set to go live on the 24th February 2025, will introduce the CFP, which gives contracting authorities the flexibility to design their own, more competitive, procurement processes 💡 The CFP will incorporate processes, commonly used in private sector sales processes such as negotiation at any stage (including pre-tender, open tender, or post-tender), an open risk dialogue with suppliers, or a product demo stage 🏎️ What’s changing under ‘Competitive Flexible Procedure’? ⚡ More flexibility for buyers: Contracting authorities can now design their own procurement processes, tailoring them to their specific needs and challenges. 🏆 More strategic competition: Buyers can limit suppliers at different stages, refine award criteria, and negotiate more effectively. 📉 Fewer procedural restrictions: Processes like Competitive Dialogue and Innovation Partnerships are being replaced, making procurement faster and more efficient.   • The government is ramping up its focus on artificial intelligence (AI) and the new ‘AI Action Plan’ signals opportunities for AI businesses in the UK public sector, but where?!
