Transform Scotland telling it how it is. File under another example of how easy it is to set targets and have strategies - but not so easy to stay the course when the going gets rougher and when those targets are not tethered to what the organisation does on a day to day basis. That's where climate budgeting comes in so that governance is rewired so climate budgets are as important as finance budgets in the way every part of an organisation works and the way senior staff are assessed. Otherwise targets risk becoming a feel good, displacement activity which down the line ends in abandonment (and associated disillusion) which is what is now beginning to happen across the public and private sectors. 🚨 NEW: Scottish Government failing on 7 out of 10 sustainable transport commitments Today, we are launching our new report, ‘In Reverse’, revealing that the Scottish Government has fallen short on 7 out of 10 key commitments to invest in and prioritise sustainable transport over the past five years. Read the report: https://lnkd.in/eTXwdtCY Our analysis shows: ▶ 6 out of 10 commitments are OFF TRACK ▶ 1 out of 10 commitments is making SLOW PROGRESS ▶ 3 out of 10 commitments are making GOOD PROGRESS Key findings include: 🚍 Less than 6% of the promised £500m Bus Partnership Fund investment has been spent in its first three years. This impacts those who rely most on bus services—primarily people on low incomes. 🚶♀️ Active travel funding is falling short: Only £137m of the pledged £320m budget has been committed this year, failing to meet targets by over 50%. 📝 Read the full report and explore our #TransportTracker to see how each commitment is faring: https://lnkd.in/e_HB3yUH Ahead of tomorrow's #ProgrammeForGovernment, we’re calling on the First Minister to urgently review spending and reverse the damaging cuts to public transport and active travel made by his predecessor. The Scottish Government’s spending must align with its stated priorities of tackling poverty, growing the economy, and addressing the climate emergency.

It's official - Scottish pupils cycling to school are at their highest EVER recorded levels. And... pupils being driven to school are at their lowest levels since 2016. We published the Hands Up Scotland Survey results today and they are signaling real progress. If there is just one thing we can do to make it easier for people to move around then I really hope it is transforming the school run. Whether it's a walk, wheel, cycle or scoot we all need to double down on efforts and ensure everyone has the choice. We've reviewed the data and over the past 20+ years: • The cost of driving went down ⬇ by 19% • Rail fares went up ⬆ by 31% • Bus and coach fares went up ⬆ by 102% So – who's really losing out? Community #transport is a lifeline for many older people, community groups and others who don’t have access to a car and want to make trips that aren’t possible by public transport. The Community Transport Association (CTA) represents the interests of organisations who run these services, including community groups, social enterprises, schools, local authorities and faith groups. Despite its importance in the lives of so many people, community transport is often overlooked, misunderstood and under-funded. To remedy this, CTA came to us to liven up their brand, broaden their appeal and showcase the diversity and importance of the sector. Good news from Carbon Brief yesterday on overall emissions likely falling in the UK in 2023. However, transport emissions remain stubbornly high. UK emissions in 2023 are estimated to be the lowest they've been since 1879 (excluding the 1926 general strike). The drop in emissions was largely due to an 11% fall in gas demand linked to higher electricity imports, above average temperatures and weak underlying demand driven by high prices. As Carbon Brief have made clear, 2023's emission reductions are not the result of policy but chance. That doesn't take away from it being positive news though. The downward trend on emissions from power, industry and buildings is not matched by transport. In fact transport emissions look likely to have risen again! In 2023 transport was still the highest emitting sector and emissions are likely to be just c.10% below 1990 levels. Transport is not pulling its weight on the road to net zero and the gap between it and other sectors is growing. It is important to note that the methodology used by Carbon Brief excludes the UK’s share of international aviation and shipping. If these are taken into account that transport line on the pictured chart would be even higher and the overall headline of our emissions footprint wouldn't be quite so positive. #climate #transport #netzero Read the analysis by Carbon Brief here 👉 https://lnkd.in/eSYnyqaD
