Spotlight the broad spread and diversity of community assets that engage Salford people across the city; and 4. Provide an update on Salford’s position within the Index of Multiple Deprivation based on a number of deprivation domains.

The report focuses on recent trends during the last few years and current projections where available, including population, household, and dwelling projections. It presents a summary of the main issues and conclusions, while topic sections include consideration of key questions drawing attention to potential areas of further research. At a strategic level this report supports Salford’s work on the ‘Joint Strategic Needs Assessment’ (JSNA), the council budget, and setting of council priorities.

  • Analysis of Education and Pupil Absence Rates

This project required an analysis of pupil absence rates at small area level and the relationship with educational attainment rates. The attached map shows the absence rate of children living in each locality by lower supper output area (LSOA). The highest persistent absence are in areas generally an arc around Central Salford, and to a lesser extent Winton (Eccles), and Little Hulton (Walkden), which are also the areas that tend to have low educational attainment rates. Spatial analysis shows the most expensive housing is in Boothstown, Worsley, Ellesmere Park (Eccles), Salford Quays (Ordsall), and Broughton Park (Kersal), which are also areas that tend to have the highest household incomes and highest private vehicle ownership. Conversely areas with lower incomes are often in regeneration areas where housing is being upgraded to modern standards but is not necessarily affordable to local residents particularly in Salford Quays and Lower Broughton.

Salford’s UDP was adopted on 21 June 2006 and its policies were therefore initially saved until 21 June 2009. The city council had not adopted by that date any Development Plan Documents as part of the new Local Development Framework to replace the UDP, and consequently applied to, and received the consent of, the Secretary of State to save most of the UDP Policies beyond 21 June 2009. These policies will gradually be replaced as Development Plan Documents are adopted.
