Earlier this year, American Bankruptcy Institute Editor-at-Large Bill Rochelle argued in Rochelle’s Daily Wire that the Third Circuit’s decision in Vertiv Inc. v. Wayne Burt PTE Ltd. renders “chapter 15 either optional or irrelevant," citing Prof. Jay L. Westbrook of the University of Texas School of Law, who said that it “had an otherworldly feel” of an “alternative universe” where the court “crafted a wholly common law alternative to chapter 15.” In the most recent edition of the ABI Journal, DLA Piper's Craig Martin, Rachel Ehrlich Albanese, and Erik Stier disagreed, suggesting that the Third Circuit’s clarified test for adjudicative comity has a place alongside chapter 15 in civil litigation. On 12 September, Thursday, we will be hosting a breakfast session titled 'GCC Payments and Virtual Assets Regulatory Update' at our Dubai office on the 10th floor from 09:00 – 11:00, led by legal directors Adrianus Schoorl (Finance) and Amar Fahmy (IPT). The session will focus on payments regulation and will include the UAE Central Bank's Open Banking Regulations and the Payment Token Services Regulations. The speakers will also unpack amendments to the Saudi Arabia Central Bank's payment services provider regulations and explore cross-border trends in the industry. The speakers will also discuss the Virtual Asset Regulatory Authority (VARA)'s framework for virtual assets, and the rule changes brought into effect by the Abu Dhabi Global Market (ADGM) and Dubai International Finance Centre (DIFC). The event, which will take place on 17 September 2024 at the Sofitel Warsaw Victoria hotel, will focus on the evolving role of securitisation in European banking. Thanks to everyone who joined us earlier this week for our first International Venture and Growth Finance forum.
