Plan International has over 80 years experience and works in more than 75 countries across the world. Plan International has been working in northern and central Vietnam since 1993. Our work supports marginalised children and youth, especially adolescent girls, to start life and grow up physically and mentally healthy and as adolescents so they are leading the way to shape their own future. We believe girls have the power to change the world.     PLAN INTERNATIONAL VIETNAM SUPPORTS THE SECOND MOCK SESSION OF THE “CHILDREN’S NATIONAL ASSEMBLY” 2024 On September 29, 2024, at the Dien Hong Hall of the National Assembly Building, an interpellation-and-response session was held as part of the Second Children’s National Assembly mock session 2024. The program has received the attention, support, and partnership of Plan International Vietnam since the initial preparation stages. During the session, the delegates were informed about the outcomes of addressing the recommendations made by children during the first mock session of the “Children’s National Assembly” in 2023. It was reported that 8 out of the 22 children's proposals had been addressed through the involvement of relevant ministries and sectors. Additionally, there was an expansion of the Children's Council model. In the first 09 months of 2024, 2 provincial-level Children's Councils, 15 district-level Children's Councils, and 22 commune-level Children's Councils were newly established. Speaking after the first interpellation session on "Preventing School Violence," Minister of Education and Training Nguyễn Kim Sơn emphasized: “The ones who need to take the most action are none other than the children themselves. If you study well, live with ideals and ambitions, and show love, care, and empathy for others, those individuals are unlikely to engage in violence. If you are equipped with the skills to solve your problems and help your friends solve theirs without resorting to violence, then violence will have no place in schools.” Minister of Health Đào Hồng Lan affirmed: “We also hope that the National Assembly representatives will continue to listen and take into account the voices and desires of the children when making decisions. This will allow us to develop solutions to address practical issues, ensuring that we foster a generation of young people who are strong in health, intellect, and spirit, fully prepared to contribute to building and defending our country.”

    #GirlsTakeover at Plan International Vietnam September 27th - Heading towards the Second Mockup National Children's Assembly, Plan International Vietnam hosted a #GirlsTakeover event with 33 youth delegates coming from 5 provinces of Ha Giang, Lai Chau, Quang Binh, Quang Tri, and Kon Tum. 5 girls got the opportunity to takeover the positions of PIV's Country Management Team (CMT) and hosted their own CMT meeting with the delegates, where they discussed potential solutions to critical issues such as how to effectively communicate and engage young people from remote areas of Vietnam to participate in designing and delivering projects. Migena Shulla, PIV's Country director, shared her excitement: "The questions and solutions raised are all excellent. This is a great encouragement, not just for our delegates here, but also for us working at Plan International Vietnam. We are working hard everyday to create more safe and open platforms for our future leaders to raise their voices." To celebrate the upcoming #InternationalDayoftheGirls, all participants co-signed their commitments to empowering children and young people, especially girls, in their leadership of creating change.     After completing the relief distribution activities in Tan Tien commune, Plan International Vietnam continued working with local authorities to conduct surveys and assess the damage caused by Typhoon Yagi in Po Lo commune, Hoang Su Phi district, Ha Giang province. Results showed that 117 households in the commune suffered severe losses, both in housing and crops. Many homes were beyond repair, forcing families to relocate urgently to avoid further harm. Emergency relief efforts continued in Po Lo commune, with 35 households receiving support packages, including 05 million VND in cash to help them quickly address their immediate needs. Each household also received essential food and supplies, including 30kg of rice, 2 litres of cooking oil, and 4 packs of sanitary pads. Of the households receiving aid, 23 had children participating in the Plan’s sponsorship program. As always, awareness-raising activities were conducted to provide families with essential knowledge on protecting children during natural disasters, as well as guidance for girls on menstrual hygiene and self-care. In addition, Plan International staff from the Ha Giang office worked closely with local authorities to ensure that the relief funds were used effectively and for the right purposes in this emergency. A quick post-distribution survey showed that most households planned to use the cash to purchase building materials such as cement and sand for temporary repairs to their homes and livestock shelters. Additionally, some surveyed women intended to set aside some money to buy food and clothing for their young children.     Disaster Relief Efforts in Ha Giang Province After Typhoon #Yagi Typhoon Yagi, one of the most powerful storms in the past 30 years, caused severe flooding and landslides, heavily impacting communities in the remote areas of Ha Giang province. In Tan Tien commune, Hoang Su Phi district, 93 households were severely damaged, as identified by local authorities and prioritized for relief efforts. On Saturday, September 21st, Plan International, in collaboration with local authorities, delivered the first round of emergency relief to 35 households, including 18 families with children within Plan International’s sponsorship program. The relief package included 5 million VND in unconditional cash support to help families take the initiative in addressing their most urgent needs, along with food and necessities including 30kg of rice, 2 litres of cooking oil, and 4 menstrual hygiene kits. In addition to distributing the relief supplies, Plan International staff and local community leaders conducted awareness sessions for families, guiding protecting children during natural disasters and providing information for girls on menstrual hygiene and self-care. Advices on using the relief funds effectively to address immediate needs in the aftermath of the storm were also offered at the site.     Where Will the Children Go? Túng Quá Lìn preschool, located nearly 2400 meters above sea level, is in severe trouble after Typhoon No. 3. The school is 4.7 kilometers from the commune center, but reaching it takes nearly 1.5 hours by motorbike due to three waterfalls covering the road and nearly 20 landslide points. Some sections of the road are just wide enough for a motorbike, and some are blocked by fallen trees. The school is perched on a hilltop, with the village hall behind it and a cross-village road in front. However, Typhoon No. 3 has washed away the road and threatens to push the school down into a ravine where 21 children aged 2-5 years study. Due to the region’s topography, the school was built before the road was expanded, and now it sits precariously about 4 meters above the road. The typhoon has completely eroded the road and created a deep cavity at the school’s entrance, resulting in a channel with water levels reaching 7-8 meters on the school grounds. This has significantly increased the risk of further landslides. Ms. Nguyễn Thị Thảo, a local preschool teacher, shared, “We face rain, wind, and landslides every year, but this year’s landslides are unprecedented... From September 7th, when heavy rains began, until September 9th, we had to close the school due to landslide risks and safety concerns. However, we still had to walk over 3 hours to reach the school because we were worried about the children’s safety. Some children are brought to school by their parents from 3-4 kilometers away, while others walk on their own, and we fear they might be waiting for us without a way to return.” Upon arriving, they found no way to enter the school because the entrance had been washed away by torrents. Fortunately, no children were harmed. When asked why a Zalo group was not used to communicate with parents, Ms. Thảo sighed and explained, “People here have phones, but the signal is unreliable, and 4G is not available. Although we have parents' phone numbers and send SMS messages, about 60% of households with children in school lack signal.” Ms. Thảo’s eyes reveal a deep sense of sympathy and helplessness for the children who cannot attend school and for the school itself, which faces the risk of collapse. Every day, teachers must guide the children up and down makeshift paths made of earth and thin wooden planks, while the school gate is now barricaded to prevent accidents. The big question remains: “But where will the children go?” *** Plan International Vietnam is working closely with local authorities in Ha Giang province to provide timely support and recovery efforts.     "Everything is gone, what is there to propose?" Bình, Dao ethnic from Túng Sán commune, Hoàng Su Phì district, Hà Giang province, is facing unimaginable hardships. After his wife and eldest son disappeared, Bình is left to care for two children, one who dropped out of school in 4th grade and one who has never been to school. His home is at risk of landslides, and Typhoon #Yagi has buried all their possessions and crops. Bình tearfully says: “Everything is gone, what is there to propose?” The family is struggling to find enough food, having to borrow and work hard just to survive. Bình plans to work far away to earn money while worrying about the safety of his children. His children have simple wishes: Lộc, born in 2012, hopes for a goat to graze and warm clothes, while Chuyên, born in 2013, just wants to go to school.     PLAN INTERNATIONAL VIETNAM WORKS CLOSELY WITH LOCAL AUTHORITIES TO ASSESS DAMAGE CAUSED BY TYPHOON NO. 3 IN HA GIANG PROVINCE On September 16, 2024, Plan International Vietnam's team in Ha Giang province to assess the post-typhoon damage caused by Typhoon Yagi. The typhoon and its aftermath have inflicted severe human and material losses, with thousands of homes submerged. So far, Ha Giang has reported 1 fatality, 1 missing person, and 1 injured person, with nearly 1,200 homes affected. Flooded and landslide-affected roads have made relief efforts extremely challenging. Among the severely affected areas, Túng Quá Lìn kindergarten in Hoàng Su Phì district is one of the most concerning. Perched precariously on a hillside, the school is home to 21 children aged 2-5. The typhoon washed away the road to the school, leaving it at high risk of landslides. Teacher Nguyen Thi Thao shared her concerns: "Looking into the innocent eyes of these children, I can't help but worry. Where will they go if the school is no longer safe?"
