Jeanne Shaheen has been a tireless champion for energy efficiency and she will be dearly missed in the Senate. She has advocated tenaciously to enact policies and fund key federal programs that reduce energy waste in houses, buildings, industry, and transportation. Senator Shaheen teamed across the aisle with Senator Rob Portman to pass a series of energy-saving measures, including helping states ensure new homes and buildings are more efficient and helping small industrial plants reduce waste. She and her dedicated staff advocated relentlessly across administrations for improved standards for appliances and equipment. Many states are encouraging heat pump adoption to help achieve their climate targets and help residents reduce energy bills. For residents of colder-climate states, this can be difficult. But a new report shows how these states can help make this technology more economical through better electric rate structures! “We know that heat pumps cut climate pollution and can reduce home energy costs, even in the coldest states… Utilities, regulators, and policymakers need to further reduce costs by encouraging heat pump–friendly electric rates and energy efficiency upgrades, especially for low- and moderate-income households,” said ACEEE's Matt Malinowski. Day 2 of the 2025 Hot Air & Water Forum kicked off with a timely discussion regarding changes in federal energy policy and the growth of regional energy efficiency programs. Panama Bartholomy from Building Decarbonization Coalition highlighted the growing market and financial resources for building decarbonization in California. A quarter of low-income families in the United States spend more than 15% of their income on energy bills, compared to a median of just under 3%. Roxana Ayala, senior research analyst on ACEEE’s local policy team, writes in American City & County that state and local governments can enact policies to help reduce energy burdens among the most vulnerable residents. Low-income families are more likely to live in older and less energy-efficient homes, but policymakers can address the problem with programs offering free energy audits and energy efficiency upgrades to fix inadequate insulation and drafty air leaks and update outdated heating and cooling systems. Ten states have adopted “percentage of income payment plans” (PIPPs), which cap monthly utility payments for income-eligible households at an affordable percentage of income—often 6%. And some states, like #Virginia and #NewYork, pair PIPPs with measures to reduce energy consumption through weatherization or energy efficiency programs.
