About us

Overview The California Association of Public Information Officials (CAPIO) is a membership organization serving more than 500 professionals throughout the public sector who engage communities through honest and transparent communication. CAPIO provides California-focused education and networking that helps our members and their agencies develop and advance. We believe that good government requires good communicators. But CAPIO is NOT just for city public information officials (PIOs). In addition to a core group of municipal and state communications professionals, CAPIO counts among its members the staff of school districts, counties, water and air pollution control districts, parks and open space districts, private PR firms, municipal television channels, police and fire departments, and more—professionals who handle public information and communications duties for these agencies and organizations. In fact, CAPIO’s special district and school district membership is growing daily.  Our Mission To promote awareness of the public information profession and its value, by advancing standards of integrity, recognizing excellence, and offering training and support for members. Our History CAPIO was founded in 1971 by a group of ten public information practitioners in Orange and Los Angeles counties. Today—more than 40 years later and over 500 members strong—CAPIO owes much to the vision of its founders who recognized the value of well-trained and professional communicators in serving the public’s interest. They realized the importance of providing continuing professional growth opportunities and support for both veteran and new practitioners.

This revelation led to a new study to pinpoint the essential ethics skills needed today and where we’re falling short in the profession. The insights are based on a national survey with more than 300 public relations professionals, followed by a second national survey with both public relations professionals and educators. Their personal perceptions of preparedness to serve as ethics advisers in their organization were assessed. They were also asked to identify the most common ethical issues facing them today.   • Today we’d like to give a huge shoutout to Amy Orr, our Association Manager, for celebrating a decade of service to the California Association of Public Information Officials and our profession 👏👏👏 With the help of of forward thinking board members, Amy has grown CAPIO into one of the most successful and respected associations for government communicators in the country. In the fall of 2014, Amy Orr was hired as CAPIO’s Association Manager after previously working with CAPIO as conference coordinator for five years. Prior to working with CAPIO, Amy worked for several associations including the California Grocers Association and the California Chamber of Commerce supporting membership events, board meetings and legislative summits. After moving to Chico in 2006, she started her consulting firm, ORRganized Events, specializing in association and corporate events and management. She says of her time with CAPIO, “It has been such a privilege to have CAPIO as a client for more than a decade. To see the growth of CAPIO from 300 members in 2014 to more than 1000 members now in 2024 has been incredible. The Board members and committee members I’ve been able to work with and get to know through this time have become family. I’m happy to have team-members Carissa Christie and Samantha Hardy alongside me as well to support the continued growth in membership offerings, events and services.
