About us

Serving the community since 1983, CenCal Health provides comprehensive health coverage to 1 in 3 residents of Santa Barbara County and 1 in 4 residents of San Luis Obispo County, enrolled in Medi-Cal. This regional health plan partners with over 1,500 local physicians and other providers to deliver quality patient care. CenCal Health also collaborates with community-based organizations to address social determinants of health while increasing members’ access to medical care and reducing costs. The oldest Medicaid managed care plan of its kind, CenCal Health is a not-for-profit agency that employs nearly 400 people at offices in both Santa Barbara and San Luis Obispo.     CenCal Health was honored to join the 12th Annual Santa Barbara County Veterans Stand Down this past weekend in Santa Maria. This event supports homeless and at-risk veterans with access to over 100 vital services like healthcare, employment help, food, and more. A huge thank you to 5th District Supervisor Steve Lavagnino, coordinator Sandy Agalos, and the passionate volunteer committee of around 100 individuals for making this transformative initiative possible!     This week, members of CenCal Health’s strategic leadership team joined over 1,000 healthcare professionals at the CA Association of Health Plans Annual Conference to address vital issues impacting our state. It was great hearing from industry experts about how California is actively working to improve healthcare access for all. This includes significant endeavors in Medi-Cal expansion, behavioral health, and initiatives aimed at improving affordability. Our CEO, Marina Owen, teamed up with esteemed leaders Martha Santana-Chin, Plan Chief Product President at Health Net, and Emily Duran, Chief Executive Officer at Kern Health Systems, for an insightful panel discussion. Their conversations focused on "Embracing Progress in Medi-Cal," highlighting current advancements and movement towards continued progress within the healthcare industry.     To address the increasing issue of infections in skilled nursing facilities, CenCal Health partnered with three nursing homes in our region to launch the Infection Prevention Nursing Home Pilot program in March of 2024. At the core of this initiative is a simple yet impactful change: using Chlorhexidine (CHG) soap instead of regular soap. The project aims to protect a vulnerable population confined in Skilled Nursing Facilities (SNFs) from infections leading to hospitalizations. The goal of this pilot was to significantly reduce the rate of infection which required transfer to a hospital setting by reducing the spread of Multi-Drug-Resistant Organisms (MDROs), a growing public health threat in nursing homes. Based on best practices developed during Project SHIELD, which was conducted from April 2017 through July 2019 by a UC Irvine Epidemiology team led by Susan Huang, MD, MPH – Chancellor’s Professor of Infectious Diseases and Director of Epidemiology and Infection Prevention for UCI Health. Project SHIELD led to a 35% reduction in MDROs and a 32% decrease in infection-related hospital admissions, as well as fewer COVID cases among staff and residents.     We are excited to announce our commitment to a $6 million investment to support access to healthcare through the newly developed Medi-Cal Capacity, Access and Workforce Development Grant Program. “This grant program presents a key opportunity for CenCal Health to support our local medical community in addressing our region’s healthcare needs,” said Marina Owen, CenCal Health CEO. “Our Board of Directors—made up of health professionals and community leaders–is united in carrying out this strategy to broaden access to care for all residents on the Central Coast, including CenCal Health members.” Beginning January 2025, we will work with our partners to expand capacity through strategic funding investments aimed at healthcare provider recruitment, workforce training and education, and overall provider practice support.     We are committed to supporting our vulnerable members through initiatives such as Enhanced Care Management (ECM), a CalAIM benefit that offers comprehensive, community-based care for high-needs beneficiaries. ECM combines clinical and social care by providing a dedicated team that ensures everyone works together to provide members the support they need to enhance their health and wellbeing, such as helping them find and apply for other services in our community. With the support of our CalAIM provider partners, ECM has benefitted over 2,300 CenCal Health members, with nearly 27,000 months of care provided since 2022. #CenCalHealth #FosterCare #EnhancedCareManagement #YouthSupport

    This past weekend, CenCal Health proudly supported the Mayor’s Bash hosted by Northern Santa Barbara County United Way. The event raised funds for the Literacy 2.0 Program, which champions for children's literacy from birth to 18 years of age. Participants are supported with resources such as the Dolly Parton Imagination Library and the Sammy Rabbit Financial Literacy Program. Congratulations to the Northern Santa Barbara County United Way for leading local efforts to improve literacy and financial stability for children in our communities.
