About us
Citizens' Housing and Planning Association (CHAPA) is the non-profit umbrella organization for affordable housing and community development activities throughout Massachusetts. Established in 1967, CHAPA is the only statewide group which represents all interests in the housing and community development field, including non-profit and for-profit developers, municipal officials, local housing providers and advocates, tenants, homeowners, lenders, consultants, property managers, architects, and others. CHAPA's mission is to encourage the production and preservation of housing that is affordable to low-income families and individuals. CHAPA pursues its goals through: advocacy with local, state, and federal officials; research on affordable housing issues; education and training for organizations and individuals; and coalition- and consensus-building among broad interests in the field.

This fall, more than 50 communities across Massachusetts will decide whether to comply with the MBTA Communities zoning law. This law, which aims to remove barriers to “missing middle” housing near transit, requires communities to have at least one zoning district that allows multi-family-by-right. Want to get involved? This truly is an all hands on deck moment and every community needs to be part of the solution. Oh, what a night! It was so much fun to acknowledge the Affordable Homes Act and the work we have done together to create and preserve affordable housing, increase homeownership opportunities, and ensure people can live in the communities they choose. From establishing the state Fair Housing Office to making it easier to create supportive housing to preserving our public housing stock to funding homeownership production and down payment assistance programs to allowing accessory dwelling units throughout Massachusetts, there are so many big wins in this new law. Thank you Lydia Edwards, Will Brownsberger, Jamie Eldridge, Andy Vargas, Russell Holmes, MBA, CFP®, David Rogers, Kim Driscoll, and Ed Augustus for raising a toast with many people who helped shape and advocate for this bill to become law. And we're excited for the work ahead to maximize the opportunities of this zoning change and the pro-housing voices of so many of our neighbors to continue to make Southborough a welcoming and thriving community for all.
