At the City of Rowlett, every part of our community works together to build a city we’re proud to call home. We’re excited to share the FY2025 Adopted Budget, thoughtfully prepared to enhance services and keep Rowlett moving forward. From public safety to infrastructure, parks, and more, this budget ensures our city continues to grow while balancing fiscal responsibility. Key Highlights: • Public Safety: $1.3 million in compensation enhancements for Police Officers and Dispatchers, plus new positions for 3 Communications Officers, 1 Police Records Clerk, 1 Code Enforcement Officer, and a part-time Quartermaster. $1 million allocated to retain 9 Firefighters previously funded by the SAFER grant. • Public Works: $400,000 in compensation enhancements for Public Works employees and the launch of a Five-Year Capital Improvement Plan to support the city’s growth. • Parks & Recreation: Exciting improvements to Kids Kingdom and the reopening of Wet Zone Waterpark in Summer 2025. • Public Library: The library is now fine-free as of October 1, making it easier for residents to enjoy its resources without worry. • Economic Development: Redesigned economic development and city websites are in the works to attract new businesses and families to Rowlett. • Utility Rates: While water and wastewater rates have increased by 2.9%, the City has paused the issuance of $7 million in bonds to help keep rates as low as possible. • Solid Waste Services: We’ve officially transitioned to Republic Services as our solid waste provider, with a 1% reduction in residential refuse rates. Out of 688 entries from cities all around Texas, the City of Rowlett was honored to receive two first-place awards at the annual Texas Association of Municipal Information Officers (TAMIO) conference in San Antonio on June 6, 2024. The awards recognize outstanding communication by Texas communities in a variety of categories including website, social media, video production and publications. Judging is conducted by non-TAMIO members with expertise in communications and municipal government. Rowlett was presented with the following TAMI Awards for the Annual State of the City video, featuring Mayor Blake Margolis as “Mayor McFly” and City Manager David Hall as “Doc Hall”. TAMI Award – Special or One-Time program Comments from the presenter included “A creative blend of facts, humor, and more than a little camp, set the stage for this annual State of the City address. Inspired by an iconic film, Mayor McFly shares progress updates, accomplishments, and plans for the coming year to take Rowlett to the future. The judges called this their favorite State of the City video ever and praised the high-quality production and creative messaging that gave residents important information in a fun and engaging format.” TAMI Award – Best Use of Humor The presenter offered “With a huge dose of humor and camp, spoofing Back to the Future with Mayor McFly and the City Manager playing along, Rowlett made updates on the city government projects and services actually fun. The judges couldn't say enough great things about this video, everything from the production, special effects, as well as the script.” “I want to congratulate Drew Rist, our Creative Services Producer, for what we can now say is a two-time award-winning video production,” said Mayor Margolis. “Personally, I can’t say I’m surprised that Rowlett took these awards home. With Drew’s amazing creative talent exhibited with the State of the City video, these awards truly belong to Drew. Great job!”

Our incredible City of Rowlett Parks and Recreation Department were presented two awards at last night’s City Council meeting by the Texas Amateur Athletic Federation. Rowlett received the Member City of the Year Award for the second time in six years, which speaks volumes about the continuous above-and-beyond efforts of this department to enhance the quality of life for all Rowlett residents. Additionally, Athletics Programmer Raehgan Shaw received the prestigious Susan Gerred Young Professional Award, given to an individual under the age of 35 that is actively involved in T.A.A.F. and has been responsible for exemplary advancement of the T.A.A.F. programs in his/her city. We are celebrating our City of Rowlett Parks and Recreation team! The Texas Amateur Athletic Federation (TAAF) honored the City of Rowlett with the Member City of the Year Award for 2023, and Parks and Rec. Athletics Programmer Raeghan Shaw received the Susan Gerred Young Professional Award for 2023 at the TAAF Hall of Fame and Awards Banquet! These honors come just a few months after Athletics/Aquatics Supervisor Kelly Alban received the President’s Excellence Awards for 2023!
