Responsibilities: Analyze state and local government budgetary, public policy, and financial documents, including government revenue trends, appropriations data, personnel data, and pension fund trends; 🔹 Partner with other staff in composition of annual government budget analyses, other annual reports and blog posts; 🔹 Act as lead researcher for non-recurring long-term research projects on a variety of government finance, operations, and policy issues; 🔹 Monitor government legislative meetings as needed, reporting findings back to staff; 🔹 Monitor governments by tracking legislation and current events as they pertain to financial and related policy issues or other ongoing research projects; and 🔹 Other duties as assigned. In a Sunday op-ed in the Chicago Tribune, Civic Federation President Joe Ferguson, Better Government Association President David Greising and Civic Committee President Derek R. B. Douglas offer 10 principles for pension reform aimed at addressing the combined unfunded liability of $141 billion across Illinois' five pension systems, with an additional $70 billion in local unfunded pension liabilities. "These principles — developed through a lens of achieving government efficiency and accountability and fair treatment for state employees and taxpayers; maintaining our state’s fiscal strength; and supporting economic growth — can help policymakers draft and implement a reform that will benefit our state for generations to come," Douglas, Ferguson and Greising write. https://lnkd.in/gbQ5WVrN

The Chicago Teachers Union's request to end all TIF districts in Chicago, and to then reroute TIF funds not yet assigned to specific projects back to the city's taxing bodies, including Chicago Public Schools, is illegal. Much TIF revenue goes toward funding ongoing projects that are under contractual agreements, and/or that have remaining debt that needs to be paid off.
