The California Municipal Utilities Association (CMUA) represents 82 publicly owned electric utilities, water agencies, and gas & oil services statewide. Together, CMUA members provide water service to nearly 75 percent of Californians and electric service to 25 percent of the state. CMUA represents its members’ interests on energy and water issues before the California Legislature, the Governor’s Office, and regulatory bodies, such as the California Energy Commission, the California Air Resources Board, the Department of Water Resources, the California Independent System Operator, and the State Water Resources Control Board.

The United Nations General Assembly brought The Wall Street Journal’s Journal House to NYC for three exciting days of conversation and connection at Bryant Park Grill. Moderated by Mae Cheng, Phillipa Leighton-Jones, Willem Marx, and Raakhee Mirchandani, insightful sessions on emerging technology, generative AI, cybersecurity, sustainability, and conscious investing were held by our sponsors, including Deloitte, Barclays, Palo Alto Networks, Philip Morris International, Propane Education & Research Council, L'Oréal Groupe, and Ecolab. INTERMITTENT POWER ISN'T JUST INCONVENIENT—IT'S DANGEROUS. The North American Electric Reliability Corporation (NERC) has once again flagged critical risks for the upcoming winter, warning that natural gas supply issues could severely impact power grid reliability. Following the devastating 2022 Winter Storm Elliott, which forced the largest manual load shedding in history, grid operators and gas suppliers are racing to weatherize infrastructure. A colder-than-normal December is predicted for northern U.S. regions, increasing the likelihood of generator outages. Here in California, we too are deeply concerned about grid instability, especially as we aim for 100% carbon-free power by 2045. Just as NERC has flagged the risks of natural gas supply shortages and generator outages during extreme weather, we recognize the challenge of balancing intermittent sources like solar and wind with the need for reliable, dispatchable energy. Our policy paper highlights that blackouts aren’t just inconvenient—they can have serious, life-threatening consequences for vulnerable communities and disrupt the economy.
