We are a bipartisan coalition of 18 state offices of outdoor recreation. The outdoor recreation industry employs 5 million people and generates $1.1 trillion in consumer spending in the U.S. annually. With the proper actions and mindset, starting with innovative conservation and stewardship practices, we can build a stronger economy by nurturing the outdoor recreation economy. With bipartisan collaboration, we’re giving the prosperous potential of the outdoor recreation industry a voice in the economy that we all thrive on, one state at a time.

    NORTH CAROLINA - Last Friday, Governor Roy Cooper and First Lady Kristin Cooper visited Chimney Rock State Park and local shops to highlight North Carolina’s record-breaking tourism industry including state parks and thriving small businesses ahead of Labor Day. The Governor and First Lady were joined by park leadership and local officials as he visited the summit of Chimney Rock and Chimney Rock Village, emphasizing the importance of protecting North Carolina’s natural environment and supporting the tourism economy. In August, Governor Cooper announced North Carolina broke tourism spending records in 2023, seeing an increase in visitor spending to $35.6 billion. “North Carolina’s growing tourism industry plays a critical role in our state’s economy and we are excited to welcome people from all over this Labor Day,” said Governor Cooper. “With beautiful mountain views, amazing state parks, vibrant city life and scenic beaches, North Carolina has something to offer everyone.” “Outdoor recreation is a $30 billion industry in our state,” said North Carolina Department of Natural and Cultural Resources Secretary Reid Wilson. “North Carolina’s spectacular natural areas, including our state parks, help drive tourism and contribute to local and regional economies.” See the full press release: https://lnkd.in/gDUSM88i

    NEW MEXICO - The New Mexico Outdoor Recreation Division, in partnership with endeavOR, New Mexico’s outdoor recreation business alliance, recently conducted an Outdoor Recreation Business Survey. The findings from this survey found that two-thirds of all outdoor business across the state are expecting to expand in the next three years. That’s all because more people are discovering New Mexico’s wild wonders. “I feel like the five years of momentum is now at a place where people are really excited to see what’s next in the next five years. The trend that we’re seeing, is some more people exploring the outdoors that have never done it in the past, not to the extent that we’re seeing these days,” said Ana Karina Armijo, Director of the New Mexico Outdoor Recreation Division. The findings from this survey provide valuable insights into the needs and aspirations of our outdoor recreation businesses. Respondents also highlighted critical areas for improvement, emerging trends, and challenges facing the future of the industry.     MONTANA - As chair of the Montana Land Board, Governor Greg Gianforte led the state’s purchase of more than 50,000 acres of habitat conservation leases (HCL) to increase public access, keep agricultural land in production, and conserve prairie habitats. With the support of Montana Fish, Wildlife & Parks (FWP), conservation groups, and farmers and ranchers, the governor and members of the land board celebrated the approval to purchase eight private properties to enroll as HCLs. “Our top priority will continue to be to increase public access while preserving our treasured lands and habitats for generations to come,” Governor Greg Gianforte said. “Through habitat conservation leases, we’re providing conservation incentives to landowners, supporting our leading industries, and protecting our way of life.” Increasing public access to public lands is a top priority for the governor. Since the governor took office, Montanans gained access to more than 100,000 acres of public lands through new WMAs in the Big Snowy Mountains, Bad Rock Canyon, and along the Yellowstone River with expanded access at Mount Haggin, and a new state park at Somers Beach.     WYOMING - The Wyoming Office of Outdoor Recreation announced the recipients of the Wyoming Outdoor Recreation Collaborative Grant Program resulting in $1.68 million in allocated funding. Fourteen Wyoming Outdoor Recreation Collaborative Grant Program applications were approved including: ⏺ $150,000 - Cody Field Office Bureau of Land Management, Bighorn River Blueway Trail Access ⏺ $300,000 - Park County Pedalers, Inc, Outlaw Trails ⏺ $300,000 - Platte River Trails Trust, Casper Great American Rail-Trail Extension to Edness Kimball Wilkins State Park ⏺ $100,000 - Wyoming Pathways, Johnny Behind the Rocks Trails Made available through funding from the Wyoming Office of Tourism, the Wyoming Outdoor Recreation Collaborative Grant program was established to award grants to innovative project ideas emerging from Outdoor Recreation Collaborative efforts and planning meetings, with the aim of fortifying Wyoming's outdoor recreation and tourism economy. “We would like to express our thanks and appreciation to the folks at the Wyoming Office of Tourism,” states Patrick Harrington, manager of the Wyoming Office of Outdoor Recreation. “They have been tremendous supporters and invaluable partners since our inception, helping to bring our vision to life for organizations and communities across the state.” See the list of all recipients here: https://lnkd.in/er2ByXQy

    NATIONWIDE - We are thrilled to announce our latest resource, "Pathways and Structures for State Offices of Outdoor Recreation." This guide shares how 23 states have established and developed their offices of outdoor recreation, providing valuable insights and proven strategies for success. We were inspired by the recent efforts in Connecticut, North Dakota, and Tennessee, which have successfully developed their offices of outdoor recreation this year. These states followed existing pathways and structures to enhance their outdoor recreation opportunities, boost economic growth and improve quality of life for their residents. This resource is a helpful tool for any state interested in developing a state office of outdoor recreation. The "Pathways" section outlines various methods and examples for creating these offices, while the "Structures" section delves into how offices are integrated within state governments.     NATIONWIDE - Last week, the U.S. Department of the Interior announced the distribution of $325 million from the Land and Water Conservation Fund (LWCF) Stateside Assistance Program to all 50 states, U.S. territories, and the District of Columbia – the largest annual distribution from the program since 1979. Investments from the LWCF are funding locally led outdoor recreation and conservation projects that protect and enhance access to America’s great outdoors. The LWCF was established by Congress in 1964 to fulfill a bipartisan commitment to safeguard natural areas, water resources and cultural heritage, and to provide recreation opportunities to all Americans. The fund helps strengthen communities, preserve history and protect the national endowment of lands and waters. Since its inception in 1965, the LWCF State and Local Assistance Program has funded more than 46,000 projects in every county in the country. “Communities in every corner of the nation have benefited from the Land and Water Conservation Fund’s incredible investments,” said National Park Service Director Charles Sams. “With increased investment into locally led efforts, the Land and Water Conservation Fund continues to represent the best of America while putting communities and equity first.” See the full announcement here: https://lnkd.in/eh5qNpAE

    TENNESSEE - Governor Bill Lee and the Tennessee Department of Environment and Conservation (TDEC) today announced the creation of the Office of Outdoor Recreation to further the state’s conservation efforts and to help residents and visitors have more access to Tennessee’s great outdoors. Governor Lee made the announcement at the second annual Tennessee Conservation Summit in Nashville, where key stakeholders gathered to align priorities and develop further strategies around conservation. Governor Lee and the Tennessee General Assembly have made record investments in Tennessee’s great outdoors. This new office will help to ensure the state delivers meaningful returns on those investments. Brian Clifford has been appointed director to lead the office, headquartered at TDEC in Nashville. “On behalf of the Confluence of States, I am thrilled to congratulate Tennessee on the establishment of their Office of Outdoor Recreation,” said Katherine Andrews, Chair of the Confluence of States and Director of the Arkansas Office of Outdoor Recreation. “Tennessee’s commitment marks an important milestone, joining nearly half of states across America that recognize the critical role outdoor recreation plays in our communities and economies. The gap in the middle of the country is beginning to fill up and we are seeing more momentum in coverage of the entire US with support from a state level. This new office will serve as a resource, partner, and leader working across state government and communities to support the outdoor recreation economy in Tennessee.     🎉 TENNESSEE MAKES 23! Today, Governor Bill Lee announced Tennessee’s new Office of Outdoor Recreation, creating the 23rd State Office of Outdoor Recreation across the United States and marking an exclamation point on multiple years of convening by the Tennessee Outdoor Partnership, an interagency partnership dedicated to supporting and sustaining Tennessee’s recreation heritage and high-quality recreation opportunities on land and in water across the Volunteer State. Tennessee's Brian Clifford will lead the new office. “This office will help us leverage Tennessee’s unparalleled natural resources and beauty to improve our quality of life and create lasting memories for Tennessee families and visitors,” said Governor Lee in the release announcing the new office. Outdoor recreation generates $11.9 billion for Tennessee’s economy, is 2.4 percent of its GDP, and creates 109,657 jobs, according to the most recent data from the U.S. Bureau of Economic Analysis.     MASSACHUSETTS - The Massachusetts Office of Outdoor Recreation (MOOR) has opened the next round of grant funding to support Inclusive and Accessible Outdoor Recreation Events! These grants are intended to support grass roots, local and regional organizations and their partners in creating or expanding outdoor recreation events across the state, helping to promote Massachusetts as a welcoming, inclusive, diverse, and accessible place to play outside. MOOR will award grants of up to $10,000 to non-profits, municipalities, tribal governments, state agencies, and partnerships between grantees and private organizations. Project proposals are due by Friday, September 13th, 2025, and they are expecting to announce the awardees in the mid to late fall.     MONTANA - It’s official! The Confluence of States will be at the 2024 Outdoor Media Summit (OMS) in Missoula, Montana held October 14-16. This strategic alignment will help attendees of both gatherings gain valuable insight into the work that is happening at a broader industry level. The two events will bring together government officials, industry leaders, media representatives, and marketing decision makers at outdoor brands, to develop strategies that support outdoor recreation at a state level. "We are excited to co-locate our Annual Gathering with the Outdoor Media Summit," said Katherine Andrews, Director of the Arkansas Office of Outdoor Recreation and Chair of the Confluence of States. "This collaboration underscores our commitment to elevating the outdoor recreation industry.
