    Levees Technical Practice Lead at Consor Engineers

    With increased attention on the vulnerabilities of aging water infrastructure, especially given the recent impact of Hurricane Helene, the Water Resources Development Act of 2024 (WRDA 2024) represents a pivotal opportunity to strengthen and enhance community resilience. ➡️ Why it Matters A recent article from American Society of Civil Engineers, linked below, discusses the critical state of our nation’s water infrastructure. Dams, levees, and storm water systems all earned a D grade on America's 2021 Infrastructure Report Card, underscoring the critical need for improvements. WRDA 2024 aims to address deficiencies and improve resiliency across the US. ➡️ Bipartisan Support WRDA 2024 has garnered strong bipartisan backing, passing 359-13 in the House and unanimously in the Senate. This speaks to the growing recognition of the importance of our water infrastructure. A joint committee is now reconciling differences between the two versions, before a final vote and the President’s review/signature. ➡️ Opportunities for State and Local Entities While WRDA 2024 primarily authorizes federal studies and projects, it directly benefits state and local governments by providing access to federal funding and USACE expertise. This enables state and local entities to implement otherwise unaffordable or infeasible projects. Through channels like the Planning Assistance to States Program, local and state entities can receive financial and technical assistance to develop comprehensive water management solutions. The success of these partnerships is dependent on local entities proactively engaging with federal counterparts. ➡️ What’s Next?     Reconnecting neighborhoods, supporting emergency access, and enhancing safety—the City of Atascadero’s Via Avenue and Santa Lucia Road Bridge Replacement projects made an impact! In collaboration with the City, our team provided design services to replace two aging bridges critical to local neighborhoods. One of the most significant challenges was maintaining traffic flow during construction. The project team minimized environmental impact by reusing an existing rail car bridge as a temporary structure, keeping the community connected. By addressing environmental and geotechnical complexities and securing Federal Highway Bridge Program funds, the project team delivered two resilient structures with minimal impact on the community’s connectivity. This project was recently recognized as the American Society of Civil Engineers LA Section’s 2024 Outstanding Bridge Project. Earlier this year, it was also awarded the CA Central Coast APWA Bridge Project of the Year and Transportation Project of the Year! Both bridges were completed with minimal construction change orders, highlighting the precision and quality of the design packages.  A big shout-out to SWCA Environmental Consultants, HDR (formerly WRECO), Yeh and Associates, Inc., McMillian Survey, Hamner Jewell & Associates, Filippin Engineering, Inc., and Souza Construction, for making this project a success! #ConsorProjects #bridgeengineering #transportation

    The recent devastation from Hurricane Helene, with Hurricane Milton on the way, has hit our communities hard. To everyone working to help impacted communities recover from and brace for severe flooding and infrastructure damage—thank you. We’re grateful to have a team at Consor that lives with #integrity—because taking care of each other unites us. Here are a couple of ways our team members have been helping with the response effort: Within 24 hours, inspection crews, which drew from both our #structuralassessment and #constructionservices teams, were on the ground in South Carolina to inspect over 900 bridges. We also mobilized teams in Florida to perform 97 inspections across FDOT Districts 2 and 3. Our team members have been working through power outages and closed roads to assess the damage and reconnect communities (🔗 https://lnkd.in/eDVr59w7 and 🔗https://lnkd.in/eZzvkHHs). Our teammates are also giving back in other ways—volunteering to deliver essential supplies to hard-hit areas (🔗 https://lnkd.in/eUravU7Y) and donating through Consor’s Giving Program to support organizations providing relief like Habitat for Humanity International. Seeing everyone come together to positively impact communities, especially in the face of challenges, is inspiring. That’s the number communities around the world are determined to achieve—no loss of life on our transportation system is acceptable. #VisionZero is a bold transportation planning initiative aimed at eliminating all traffic-related fatalities and serious injuries while promoting safe, equitable mobility for all. As communities confront rising rates of traffic fatalities—even with added safety features in vehicles—Vision Zero encourages thinking holistically and taking a proactive, rather than reactive, stance.     Honors Civil Engineering Undergraduate at Oregon State University

    I am excited to share that I just finished an amazing internship at CONSOR Engineers as a part of the MECOP, Inc. program! 🙌 Over the past six months, I assisted engineers in the Portland Consor office with 13 different transportation and structural assessment projects. From roadways to roundabouts to prestressed concrete slab bridge load ratings, I enjoyed learning so many valuable skills in communication, time management, AutoCAD, MicroStation, and referencing ODOT standards. This experience challenged me to grow both professionally and personally in ways that I never could have done in the classroom. I recently began my Fall term at OSU, and I am already noticing how much clearer the connections are between the theory I am learning and its real-world applications. This has made me even more excited for my final year of university! I am incredibly grateful to CONSOR Engineers and MECOP, Inc. for making this internship possible. I want to give a special thank you to Riley Wiggins, PE for being a fantastic mentor and support to me throughout my internship.     Catch Nick Clark, P.E., and Spencer Olson, PE in action as they give a behind-the-scenes look at their inspection of two truss bridges in Benton County, Oregon. From ladders and waders to kayaks to industrial rope access, our #structuralassessment team employs a variety of methods to reach even the most hidden bridge elements. Our team supports the Oregon Department of Transportation under the local agency bridge inspection contract, performing National Bridge Inspection Standards (NBIS) for nearly 100 local-agency-owned bridges across four counties in Western Oregon. This effort includes routine, initial, and hands-on fracture-critical inspections. They also perform specialized tasks like inspecting fatigue-prone steel details and timber boring (find out more here: https://lnkd.in/ghz9fYFq).
