COST Board Announces Deborah Bierbaum as Recipient of 2024 Paul Frankel Award – The COST Board was pleased to announce at COST’s 55th Annual Meeting in St. Louis last month that Deborah Bierbaum, former COST member and long-time friend of COST, is the recipient of the 2024 COST/Paul Frankel Excellence in State Taxation Award. Deborah spent a remarkable 15-year stint on the COST Board while serving as Assistant Vice President, External Tax Policy for AT&T. In that capacity, she actively served in leadership roles on numerous commissions and tax committees, including as Chair of the COST Legislative Committee, Chair of the New Jersey Sales and Use Tax Review Commission, President of the Business Advisory Council to the Streamlined Sales Tax Governing Board, and Chair of the New Jersey Chamber of Commerce Tax Committee. Prior to joining AT&T, Deborah served as Deputy Commissioner for Tax Policy at the New York State Department of Taxation and Finance. She is currently serving as Senior Tax Policy Advisor for MultiState Associates in Alexandria, Virginia. Deborah was instrumental in shaping numerous state and federal legislative enactments, including the federal Mobile Telecom Sourcing Act and the federal Tax Cuts and Jobs Act, and was awarded the New Jersey Business and Industry Association’s Leonard C. Johnson Award for advising the State’s policymakers on tax issues in the State’s FY2019 budget. Because Deborah was unable to attend the COST Annual Meeting, her award will be presented and celebrated at the COST 2025 Spring Meeting in New Orleans. The Council On State Taxation (COST) is a state tax organization representing business taxpayers, noted by one prominent tax policy expert as the “most influential nongovernmental organization in the state tax policy arena.” COST is a non-profit trade association based in Washington, D.C. consisting of nearly 600 multistate corporations engaged in interstate and international business. COST was formed in 1969 as the "Committee On State Taxation" by a handful of companies under the sponsorship of the Council of State Chambers of Commerce, an organization with which COST remains associated. In 2000, the organization changed its name to "Council On State Taxation". COST’s objective is to preserve and promote equitable and nondiscriminatory state and local taxation of multijurisdictional business entities.
