For more than 30 years, DIILS, located in Newport, Rhode Island, has been the lead U.S. Department of Defense Security Cooperation resource for global legal engagement with Partner Nation security sector institutions and personnel. As a component of the Defense Security Cooperation University, DIILS broad mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared security challenges in a responsible, accountable, and legally compliant manner.

Security Cooperation Workforce Certification 2.0 Launch The Department of Defense Security Cooperation Workforce (SCW) can now map Certification 2.0 course requirements by registering for fiscal year 2025 Defense Security Cooperation University courses. The completely revamped Certification 2.0 Program will help ensure the approximately 15,0000 DOD personnel assigned to statutorily defined and coded SCW positions have the competency-based training and experience necessary to carry out assigned #SecurityCooperation responsibilities. Not sure how to get started with Certification 2.0? SCW members can find Certification 2.0 resources, to include requirements, workforce coding details, frequently asked questions, and registration information, at https://lnkd.in/enn2JaBW. To date, DSCU, in collaboration with the DOD security cooperation enterprise, has accomplished the main objective of the Certification 2.0 Program, the establishment of a framework to guide DOD security cooperation training and education. This can be found in the Interim Implementation Guidelines for the DOD Security Cooperation Workforce Program 2.0. Certification 2.0 also provides the SCW a consistent, disciplined mechanism to ensure National Defense Strategy objectives are achieved through appropriate education, training, and development, which has been divided into nine functional areas. Certification 2.0 includes completely new and enhanced curriculum and a requirement to properly code SCW positions in manpower systems of record to reflect these enhancements. DIILS Resident Course Graduates 38 International Participants Thirty-eight international participants representing twenty-three countries recently graduated the Legal Aspects of Defense Support of Civil Authorities (LADSCA) course presented by the Defense Security Cooperation University’s Defense Institute of International Legal Studies (DIILS). One of the course highlights was the presentation of the Lt. Col. Vincent Sowa Award of Excellence to a participant. This year’s recipient was Colonel Jossy Kajila from Zambia. The presentation was made by Mr. Benjamin Karpinski, DIILS Education Center Director. Lt. Col. Vincent Sowa was an alumni of the inaugural Legal Aspects of Defense Support of Civil Authorities (LADSCA) course in 2014 who sadly passed away in 2017. DIILS honors his memory every year during the LADSCA course by presenting an award for the “Master of course concepts; interest in and dedication to the topic of Military-Civilian Support and Cooperation; and concern for fellow course participants.” For more than 30 years, DIILS, located in Newport, Rhode Island, has been the lead U.S. Department of Defense security cooperation resource for global legal engagement with Partner Nation security sector institutions and personnel. Happy birthday DSCU! The Defense Security Cooperation University, a directorate of the Defense Security Cooperation Agency (DSCA), was founded in 2019. DSCU authorities and establishment as a legal entity can be found in Title 10 U.S. Code Section 384, revised in the 2024 NDAA Section 1204. Over the past five years, DSCU has been entrusted with an expanded mission set – adding advising to its education and training functions – and the team has grown to approximately 500 personnel. DSCU’s geographically dispersed, cross-functional team of scholars, practitioners, and support staff work in concert to plan, develop, and deliver #SecurityCooperation education, training, and advising in support of the National Defense Strategy (NDS) and America’s allies and partners. Today, DSCU’s mission is to advance the knowledge and practice of security cooperation through the education, training, and development of the U.S. security cooperation workforce and through the education, training, and institutional capacity building of partner nations; and to produce research, analysis, and lessons learned that expand the intellectual foundations of security cooperation. Our headquarters is in the National Capital Region, but our team is global. DSCU consists of the College of Strategic Security Cooperation, the Defense Institute of International Legal Studies, the Defense Resources Management Institute, the Defense SCO Institute (DSI), the Institute for Security Governance (ISG), and the School of Security Cooperation Studies.
