About us
The IWC serves as the central mechanism for developing the Department of Defense’s (DOD) irregular warfare knowledge and advancing the Department's understanding of irregular warfare concepts and doctrine in collaboration with key allies and partners. Our mission is to AMPLIFY and collaborate to build an innovative and adaptable global networked IW community of interest; To Strategically ILLUMINATE current and future irregular threats, crises, and obstacles; and to ADDRESS current and future irregular threats to the US, allies, and partners by providing optionality. IWC serves as the only global DOD center which works in close collaboration to amplify regional centers’ IW efforts. Authority provided in section 1299L of the William M. The Irregular Warfare Center (IWC) is excited to share its latest Insights article, “The Irregular Warfare Center and The European Centre of Excellence for Countering Hybrid Threats Cooperation: A Vital Partnership for the Future,” by authors Shiho Rybski, IWC representative, Morgan 6 LLC contractor and HCOE Director of Training and Exercise and GREGORY BENDEWALD, PMP, IWC Program Manager and Morgan 6 contractor. The Irregular Warfare Center (IWC) and the European Center of Excellence for Countering Hybrid Threats (HCOE) entered into a unique partnership in FY 24 making both institutions stronger and more globally connected. The HCOE was born out of a desire to strengthen NATO-EU cooperation on hybrid threats with the 2016 Joint NATO/EU declaration committing both institutions to counter hybrid threats in a cooperative manner. In this declaration, NATO and the EU voiced the realization that hybrid threats exploited the divisions between civil and military responses. Success in countering these threats requires combining individual strengths and areas of expertise. Finland answered the call in 2017 by creating the HCOE and, to date, 36 NATO Allies and EU Member States have become members of the Center. Similarly, the IWC was stood up by US Congress in FY23 to serve as a functional center with a distinct mission, expanding IW knowledge and capabilities globally. Dr. Sandor Fabian (Ph. D.), Irregular Warfare Center (IWC) Chair of Engagements (Morgan 6 LLC contractor) supported the execution of a collaborative workshop between the Daniel K. Inouye Asia Pacific Center for Security Studies and the George C. Marshall Center titled, "Building Resilient Societies" held in Honolulu, Hawaii between June 24-28, 2024. This workshop was the second in a series of events aimed at sharing international experiences and best practices in countering hybrid threats, with a particular emphasis on building whole-of-society resilience and cooperation, so that those who are targeted are able to lessen the impact, adapt, and ‘rebound forward’. During the workshop, Dr. Fabian led two working groups aimed to develop shared understanding of hybrid threats and how they are evolving across different countries and regions. Irregular Warfare Center (IWC) was honored to participate in this year's Center on Irregular Wafare and Armed Groups (CIWAG) Maritime Symposium, "Exploring Our Maritime Strategies-II," which focused on the Red Sea and the Persian Gulf. This timely event brought together academics, policymakers, industry, and practitioners to discuss important topics. David A. Brown, the Director of CIWAG, and his team put together another great symposium on maritime irregular warfare. This year's program featured three-panel discussions on Day 1, Situational Updates, Research & Scholars, and Economic & Maritime Industry. These discussions provided perspectives on the Red Sea and the Persian Gulf, framing the discussion for Day 2 break-out groups with the intent of developing a policy paper that CIWAG will produce. The Irregular Warfare Center (IWC) is excited to share its latest Insights article, “The Vital Role of Airlines and Commercial Aviation in Irregular Warfare,” by authors Mohamad Mirghahari – IWC Subject Matter Expert (Contractor, Valens Global) and Joshua Smith – Seton Hall University National Security Fellowship Graduate Student. Commercial airlines and aviation have emerged as a critical yet often overlooked element in the context of irregular warfare (IW). These assets are not just part of a state’s infrastructure, but they also significantly contribute to a state’s response capabilities. A prime example of this was seen during the U.S. evacuation from Afghanistan, where commercial aviation extended beyond its traditional role of transportation. It played a crucial role in strategic operations and logistics, demonstrating how governments, like the U.S., are increasingly relying on commercial airlines for matters of national security and political significance. In the face of IW threats, commercial aviation’s capabilities encompass the ability to rapidly mobilize resources, ensure the continuity of critical services, and maintain the resilience of societal structures. The use of commercial aviation in IW opens a new possibility for military strategy, reflecting a paradigm where the lines between civilian and military assets blur, offering unique advantages and posing complex ethical and legal challenges. From rapid troop deployments and evacuations to covert intelligence gathering, the versatility of commercial aviation is indispensable yet fraught with risks that warrant careful consideration.
