Authorized under the Municipal Water District Act of 1911, EMWD's duties and responsibilities are further delineated in the California Water Code. In 1951, EMWD annexed to The Metropolitan Water District of Southern California. The population within the current 601-square-mile service area is nearly 1 million.

After 24 years representing Division 3 of EMWD's service area, Board Member Randy Record, who represents the cities of Hemet and San Jacinto and surrounding unincorporated areas, announced today that he will not be seeking reelection in November 2024. He will be retiring from service on EMWD’s Board of Directors effective December 6, 2024. Today we commemorated the groundbreaking of our future San Jacinto Valley Groundwater Treatment Facility, which will further support our continually expanding groundwater program, lessening our reliance on imported water supplies. Thank you to Representative Raul Ruiz and Supervisor Dr. Yxstian Gutierrez for coordinating your efforts to ensure that federal dollars come back to our growing community. We also appreciate the partnerships with the City of San Jacinto, CA and City of Hemet and their ongoing support of our efforts to increase our local water supplies.

Today, we welcomed Colonel Bryan Bailey, Chief Master Sergeant Timi Bilal and Honorary Commander Jamil Dada from March Air Reserve Base to learn more about EMWD and our longstanding relationship with the Base. We look forward to continuing our productive partnership with the United States Air Force under Colonel Bailey's leadership.

We have released our annual Consumer Confidence Report, which provides science-based information about our water quality and sources from the 2023 calendar year. We have again met and surpassed all state and federal drinking water standards set forth by the State Water Resources Control Board and the US Environmental Protection Agency (EPA). In 2023, EMWD tested for 230 contaminants and impurities from 34 drinking water sources. EMWD collected 8,303 water samples and performed 46,348 tests to monitor and ensure quality.
