Takeaways from The Cadmus Group and Energetics webinar on the third year evaluation results of the California IOUs' EV charging infrastructure programs, which cover about 25% of all electric medium- and heavy-duty vehicles in the state, as well as EV infrastructure installed at schools, parks, and other public locations:
1) A ton of data was crunched to produce this report - it's probably the most complete dataset of actual installation timelines and charging behaviors in the US, supported by EVSE data, surveys, interviews, and site visits, as well as modeling and analysis to understand the market impact of these investments
2) Speaking of timelines, it was surprising to see that the average number of days from application to activation for MHD fleet sites was actually getting longer over time (from 2021 to 2023) - primarily because the newer sites were larger and more complex projects, and because supply chain delays persisted
3) It was discouraging to see that that only 20% of the MHD fleet sites evaluated in 2023 were managing their EV load - and that many HD and ESB sites could avoid charging on-peak, but didn’t. The evaluators recommended that IOUs contact program participants on an annual basis after site activation, and I know the IOUs are working to integrate more customer education on TOU rates and load management into their programs - but there's still a lot of work to do...
