About us
In 2006, William Yu founded E-PAGA with the goal of building a top-tier consulting group to deliver customized solutions to clients with needs in training and technical assistance, information technology (IT), and project management. He assembled an energetic, creative team of in-house experts that shared his passion for serving people and the community, and he engaged the services of the very best consultants in the fields of health and human services, emergency preparedness and management, and hazard mitigation to complement their expertise. E-PAGA soon expanded its offerings, earning the trust of a long list of federal clients and repeated business from the Federal Emergency Management Agency, the Food and Drug Administration, and the Department of Defense. After 16 years of providing outstanding service in fulfilling more than 80 federal contracts, E-PAGA has established a reputation for extraordinary attention to detail, superior communication and responsiveness, and the ability to nimbly adapt to any new challenge that may arise during a project. Clients who partner with E-PAGA benefit from the expertise of our PMP-certified project managers, masters-level senior instructional systems designers, and CSM-certified IT staff. A steadily growing company with a strong culture of teamwork, E-PAGA is a self-certified Asian Pacific American minority-owned, small disadvantaged business that is committed to investing in people and prioritizing customer success.

Great time with our E-PAGA teammates having some fun outside of the office. I really do work with an amazing group of people under the leadership of William Yu.
Our team has so much fun together, both working and playing. We recently had the opportunity to take a few laps around the track together. We are collaborative with our work but competitive on the track. 😎 🚘 #teambuilding #bestcolleagues #inspiration

For the past couple of weeks, the team from E-PAGA, INC. and AtkinsRéalis successfully conducted a training sessions in Puerto Rico focused on enhancing local hazard mitigation plans (HMPs) to address dam risk in collaboration with FEMA Region 2 , Puerto Rico Planning Board and Puerto Rico Emergency Management Agency (PREMA) . The team developed a dam-specific annex template for HMPs, consistent with the Disaster Mitigation Act of 2000 guidance and Element G: High Hazard Potential Dams requirements, to support FEMA's efforts in mitigating dam-related risks." On March 19th, 2024 we provided a planning exercise to stakeholders from agencies such as PREPA Dept. Natural & Environmental Resources Autoridad De Acueductos Y Alcantarillados De PR NOAA-NWS, Oficinas de Manejo de Emergencias Municipales, COR3, among others, focusing on scenarios like major flooding, earthquakes and other natural hazards. An amazing commitment from all!
