A command paper titled "A pro-innovation approach to AI regulation: government response" was recently presented to Parliament, outlining key recommendations for regulating AI technologies. ForHumanity (FH) was one of the 207 respondents to the recent online consultation survey. In the Ministerial Foreword by the Rt Hon Michelle Donelan MP, Secretary of State for Science, Innovation and Technology, the importance of a pro-innovation and pro-safety approach to AI regulation is emphasized. Donelan highlights the rapid advancements in AI capabilities and the significant opportunities they present for revolutionizing public services and delivering tangible benefits to society. ForHumanity's audit work aligns closely with several recommendations and initiatives outlined in the consultation paper on AI regulation. Here are some key points of alignment: 1️⃣ Technical Standards and Assurance Techniques: The response emphasizes the importance of technical standards and assurance techniques for embedding AI regulation principles into business processes. Our global network of contributors and expertise in audit standards, is already at the forefront of providing leadership in enforcement through independent audit of AI systems. By operationalizing frameworks like the NIST AI RMF and ISO standards, FH ensures comprehensive risk management in AI applications. 2️⃣ Transparency Measures: Respondents highlighted the need for transparency in AI systems, including clear reporting obligations on data inputs, labelling of AI outputs, and explanations for AI outcomes. Our audit standards and certification schemes promote transparency by evaluating and verifying AI models for bias, fairness, and ethical considerations. By training certified auditors on GDPR, EU AI Act, and other relevant regulations, FH ensures compliance with transparency requirements. 3️⃣ Governance of Foundation Models: The challenges posed by foundation models, such as complex supply chains and legal responsibility issues, were underscored in the paper. FH addresses these challenges through its rigorous audit processes, which assess not only model capabilities but also downstream impacts and risk mitigation strategies. By advocating for statutory requirements and compliance measures, FH contributes to strengthening governance frameworks for foundation models. 4️⃣ Alternative Metrics for Policy Objectives: Suggestions for alternative metrics to measure policy objectives include tracking audited models, AI-related incidents, and public trust in AI systems. FH's audit work directly addresses these metrics by promoting accountability, identifying risks, and fostering public trust through transparent and impartial assessments of AI technologies.
