About LSS of Northern California Incorporated in 1968, LSS is a private non-profit organization. LSS touches over 3,000 lives every day providing non-sectarian services to the homeless, the disabled, low-income families, people with HIV/AIDS, the elderly, former foster youth and other at-risk populations. LSS’s service area is Northern California and it maintains offices and programs in Sacramento, Stockton, San Francisco and Concord. The purpose of LSS's programs are to provide transitional and supportive housing, money management and other supportive services to help individuals and families stabilize their lives, acquire skills and reach self-sufficiency. Many are suffering from mental or physical disabilities, chronic illnesses and substance abuse issues. LSS Case Managers work with our clients to help them set achievable goals to maintain stable housing, healthy lifestyles, steady incomes and independence. Our Mission Lutheran Social Services of Northern California promotes stability and honors the dignity of those we serve by providing supportive housing services that lead to self-sufficiency.

At Lutheran Social Services of Northern California, we are deeply troubled by the recent Supreme Court decision to uphold the ban on sleeping outdoors in homelessness cases. This ruling not only criminalizes the most vulnerable members of our society but also fails to address the root causes of homelessness. Homelessness is a complex issue that requires compassion, understanding, and comprehensive solutions. Criminalizing individuals for simply trying to find a place to rest exacerbates the problem and diverts resources away from meaningful interventions. Instead of punitive measures, we should be investing in affordable housing, mental health services, and supportive programs that provide a path to stability and self-sufficiency. We stand with our clients and all individuals experiencing homelessness, advocating for policies that promote dignity and respect. It's time to focus on long-term solutions that address the systemic issues leading to homelessness, rather than penalizing those who are already struggling. Join us in urging our lawmakers to reconsider this decision and work towards a more just and humane approach to homelessness. BREAKING: In a historically shameful decision, the Supreme Court has ruled in #JohnsonVGrantsPass that homeless people are not included in the Constitution’s protections against cruel and unusual punishment. This ruling will make homelessness drastically worse and impact the 250,000+ people who sleep outside each night, as well as millions of Americans who are just one missed paycheck away from homelessness. Arresting or fining people for trying to survive is expensive, counterproductive, cruel, and simply does not work. We are enraged but unsurprised that the Supreme Court sided with out-of-touch billionaires and against the poorest among us. #HousingNotHandcuffs To truly solve homelessness, we demand the Biden administration and Congress invest at least $356 billion in transforming approaches to homelessness away from criminalization and towards proven housing-based solutions. We're excited to announce that Mogavero Architects has received permits for the San Juan Apartments on Stockton Boulevard in south Sacramento! In partnership with Mutual Housing California, this transformative affordable housing project will offer 113 units for low-income seniors and families, thanks to funding from a $2.5 million Prohousing Incentive Pilot grant and a $22.67 million loan from the City and County of Sacramento. With amenities like a playground, swimming pool, and community room, the development aims to foster a vibrant community. Breaking ground this summer and expected to lease in early 2026, this project marks a significant step in revitalizing the area, championed by Councilmember Eric Guerra and Mayor Darrell Steinberg. “Currently, youth who transition out of foster care are far more likely to experience homelessness than receive public housing support,” said the Alliance’s Sharon McDonald. To mitigate the risk of homelessness for vulnerable young adults, U.S. Department of Housing and Urban Development is looking to equip Public Housing Agencies with Housing Choice Vouchers to help young people aging out of the foster system pay for a place to live. Its Foster Youth to Independence (FYI) initiative will award $12.7 million to PHAs for vouchers, and applicants can receive as much as $1.7 million. Well done! Wells Fargo welcomed 127 families to their new community today as Mutual Housing California completed "The Boulevard"- a beautifully architected design with innovative services for the formerly unhoused. It does take a village to create such a unique place. NHLC Statement on today's Supreme Court oral arguments in the case of #JohnsonVGrantsPass: Punishing people for sleeping outside when there's nowhere else to go is cruel and unusual. #HousingNotHandcuffs #HomelessnessIsSolvable This morning, hundreds of advocates from across all walks of life came together outside the Supreme Court to say with one loud and clear voice: punishing homelessness does not solve it and in fact makes it worse. Instead of taking meaningful steps to solve the problem, lawyers for Grants Pass traveled nearly three thousand miles to argue that the city has the right to jail and ticket its citizens for sleeping outside using a blanket or pillow. A majority of Justices appeared to agree that there is insufficient shelter in Grants Pass and through his questioning, even Justice Kavanaugh made clear that jailing people cannot solve the homelessness crisis.
