About us

The PaRC is a statewide citizens group created to advise the Pennsylvania Office of Vocational Rehabilitation (OVR) about how well its programs and services match the needs of people with disabilities. The State Rehabilitation Council (SRC) works in partnership with the Vocational Rehabilitation (VR) agency as is mandated in Section 105 of the Rehabilitation Act. The SRC fulfills this mandate in all states and territories which is required in order for VR programs to be eligible for and maintain federal VR funds. Many states have a separate Rehabilitation Council for the state agency, which serves persons who are blind or who have visual impairments. Pennsylvania has a combined state agency and a single Rehabilitation Council. The members of the Pennsylvania Rehabilitation Council (PaRC) take their responsibilities of advising OVR and reporting on the status of employment for persons with disabilities in Pennsylvania seriously. Members understand how employment greatly impacts an individual’s quality of life.
