The S4YE coalition was founded, in partnership, by Accenture, International Labour Organization (ILO), International Youth Foundation (IYF), Plan International, RAND Corporation, the World Bank, and Youth Business International (YBI).

For example, women could not lay asphalt, work as train engineers or carpenters, or drive a city bus with more than 14 seats. In November 2022, Azerbaijan repealed these restrictions on women’s employment, working with The World Bank to show that these roles posed no specific threat to women’s health.
