About us
The S.C. Dept. of Children's Advocacy administers the Cass Elias McCarter Guardian ad Litem Program which provides best-interest advocacy for abused and neglected children in Family Court through court-appointed special advocates (CASAs/GALs); the S.C. Continuum of Care which provides High Fidelity Wraparound intensive care coordination for eligible children and youth with serious emotional and behavioral challenges; the Foster Care Review Division which supports foster care review boards in reviewing and advocating permanency for children who are in foster care; an Investigations Unit which receives, refers, monitors and/or investigates complaints regarding services for children by nine child-serving state agencies; a Critical Incident Unit which receives and responds to critical incident notifications; and a Legal Extern Program to partner with law school students who are exploring careers in child advocacy.

On Thursday, State Child Advocate and South Carolina Department of Children's Advocacy Director Amanda Whittle (right) snapped a quick picture with Dr. Tonya Matthews, president of the International African American Museum, before both took the stage before 600 people for the closing keynote at the Children's Trust of South Carolina #BuildingHopeforChildren conference. Whittle shared inspiring words about the incredible power we all have to build hope for children through empathy and a sense of urgency. She then introduced Dr. Matthews, who delivered a keynote on using hope as a strategy to bring positivity not just into our own lives, but into the lives of others as well. Thank you to Children’s Trust SC for a great conference and congratulations on 40 years of advocacy that focuses on prevention efforts and community resources to support children and families!

South Carolina WIC has 29 breastfeeding peer counselors and a team of Designated Breastfeeding Experts, all certified in lactation education, ensuring the highest quality of support for our participants. Foster Care Review Boards 16B-York and 09D-Charleston are collecting suitcases for youth in foster care so they have a designated place to keep their belongings during a transition. In July, almost 20 suitcases were given to South Carolina Department of Social Services staff who provided them to children in need. Such a small act can really help give a child a sense of stability during this difficult time. If you would like to donate a new or gently used suitcase, please contact us at communications@childadvocate.sc.gov. Shout out to Middle Tyger Community Center and their new partnership with South Carolina Department of Social Services to increase support for kinship care providers! Kinship Care allows children to remain in a safe, familiar environment with people they know as opposed to formally entering the foster system.
