About us

Southeastern Power Administration, also known as SEPA, is a Power Marketing Administration (PMA) established in 1950 by the Secretary of Interior to fulfill the functions assigned to the Secretary by the Flood Control Act of 1944. In 1977, the Department of Energy (DOE) was created, transferring SEPA and other agencies to its department. SEPA is headquartered in Elberton, GA, in the southeastern region of the United States. SEPA has the authority to market hydroelectric power and energy in Alabama, Florida, Georgia, Illinois, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. The hydroelectric power marketed comes from reservoir projects operated by the U.S. Army Corps of Engineers (Corps). SEPA markets the power and energy generated by the Federal reservoir projects at the lowest possible cost to its consumers. SEPA encourages the widespread use of the power marketed as preference in the sale of power is given to public bodies and cooperatives, referred to as preference customers. Unlike other PMAs, SEPA does not own transmission lines. Therefore, SEPA contracts with other utilities to provide transmission services for the delivery of Federal Power. SEPA has many responsibilities as a PMA, including negotiating, preparing, executing, and administering contracts for the sale of electric power. SEPA prepares wholesale rates and repayment studies for Corps’ reservoir projects, supporting deliveries made to serve contractual loads. SEPA schedules hydropower generation at the Corps’ facilities located within SEPA’s marketing area.

    It was my honor to present alongside my fellow power marketing administration counterparts at the National Hydropower Association’s Clean Currents conference held this week in Portland. During our federal hydropower panel, we discussed the biggest challenges facing our administrations and how we continue to innovate and adapt to meet the needs of the communities we serve. At BPA, in response to growing demands for generator interconnections and transmission services, we've reformed processes and committed to $2 billion in expansion projects. Climate change is introducing more extreme weather events and increasing risks to our ability to deliver low-cost, reliable power. We're adapting through enhanced operational strategies and have adopted financial risk mechanisms to better absorb uncertainties. Despite these hurdles, we're committed to ensuring long-term reliability of our hydropower assets while keeping costs low by collaborating closely with our federal partners on critical projects.   • The three reservoirs on the upper Savannah River Basin declared the second flow reduction in two months in response to the pool elevation at Lake Thurmond dipping below Drought Trigger Level 2, Sunday, Sept. 8, 2024. The pool elevations at J. Strom Thurmond and Hartwell initially fell below Drought Trigger Level 1 Aug. 9, 2024.   The drought management plan was developed based on scientific data and in coordination with various state, federal, local agencies and public input.   Because Southeastern operates the GA-AL-SC projects as a system, the pumped-storage capability of Carter's Dam in NW Georgia portion of the ACT River Basin was combined with that of Richard B. Russell in the Savannah River Basin and used to generate almost 100,000 more MWh over the past 30 days than what was available from natural streamflow alone. #SEPAHydro continues to support cost-based clean, renewable hydro to our cooperative and public-body customers. While the forecast is for the upper Savannah River Basin to receive several inches of rain over the next week, releases from the reservoirs will remain restricted until the elevations recover according to the Drought Plan.

  • The Southeastern Federal Hydropower Program, a combination of US Army Corps of Engineers and the US Department of Energy, has over 1000MW of pumped storage hydropower capacity. The advantage of the world’s most prolific large-scale energy storage technology is real. This is the only way to “create” additional on-peak energy not available from traditional river streamflow.

    Pumped storage hydropower is the unsung hero of the clean energy transition. It's time to pump it up and increase the momentum among the industry to recognise and support the vital role of PSH in achieving our clean energy goals.     Hydropower benefits the Earth as it is a clean renewable energy source. Hydroelectric power is fueled by water from the earth’s water cycle. Water constantly moves through a vast global cycle, in which it evaporates from lakes and oceans, forms clouds, precipitates as rain or snow, then flows back to the sea. The energy of this water cycle, driven by the sun, is tapped most efficiently with hydropower. Southeastern Power Administration would like to thank all those who support the hydropower program!
