As my fellow child care advocates know, a key goal of our work is to bring EVERYONE into the conversation about child care. Policy Equity Group, the U.S. Chamber of Commerce Foundation, the Bipartisan Policy Center, EPIC, Executives Partnering to Invest in Children and many others have been working hard for years to engage the business community around child care as an important policy issue. Economists refer to the benefits of child care to business as an “externality.” In the transaction between a family and child care provider, one of the main beneficiaries sits outside the transaction: the employer, who gains access to the labor made possible by the child care arrangement. Everyone needs to understand this—businesses, federal, state, and local governments, candidates for office—everyone. This is the foundation of the argument for a stronger child care system in the United States. We’re seeing progress. The Biden Administration's efforts, particularly the child care requirements included in the CHIPS Act, have accelerated our collective efforts and strengthened our connection with employers in the semiconductor sector. When you're included in an article about child care in the EE Times | Electronic Engineering Times, you know you're gaining traction. Thanks to Michelle Williams of the SEMI Foundation, who is highlighted in the article and an incredible advocate for the child care sector, and to partners like Jon-Paul B. at the W.K. Kellogg Foundation and Katherine Beckmann, PhD, MPH of the The David and Lucile Packard Foundation, our efforts are really starting to bear fruit.

Head Start’s final rule to stabilize the Head Start workforce and quality of services that families count on now allows high housing costs to be factored into income eligibility calculations. This is a significant step forward in recognizing the financial realities that families face. Time and time again, I’ve heard from families and ECE program staff who are frustrated with income eligibility processes that focus solely on dollar amounts, without considering the many other factors that leave families with very little after meeting basic needs—such as housing, utilities, and food. Often, families earn just enough to disqualify them from ECE programs or services but still don’t have enough to cover the costs on their own. By evaluating income more holistically—in the context of various financial stressors, including housing costs and utilities —Head Start is showing leadership that I hope the entire ECE system will adopt. #HeadStart #EarlyChildhoodEducation #ECE #ChildDevelopment #EducationPolicy #PublicPolicy #FamilySupport https://lnkd.in/gmrMAprC

Our President and CEO shares his thoughts on the new Head Start ruling, which signals our leaders' commitment to making increased compensation for child care providers a reality. The ruling paves the way for a brighter future for providers, children and families!
It never ceases to amaze me how the federal Head start Start program is willing to take head-on the most pressing challenges in the early childhood field. If you asked me about the greatest struggles in the field today, I would talk about the low compensation of early childhood professionals and the limited mental health supports available for children and their caregivers. These long-standing issues were exacerbated by the pandemic, making it more urgent than ever to address them. Last Friday, the Office of Head Start acted by releasing a final rule that amends Head Start Program Performance Standards. This rule aims to support and stabilize the Head Start workforce through increased compensation, benefits, and wellness supports, while also providing additional mental health services for Head Start children, families, and staff. Well done. Back in December, I was moved by the discussion in the proposed rule regarding the struggles of Head Start grantees on the issue of compensation: “Faced with this difficult decision to either increase staff compensation or serve the same number or more children, Head Start grant recipients have, in general, chosen to serve the same or more children and have chosen to rely on a mission committed workforce—largely women of color—to bear the cost of this decision.” As I have stated before, Head Start programs should not have to choose between adequately compensating their workers and serving more children in their communities, therefore our advocacy for increased funding will continue. The final rule, at the very least, provides clear direction to Head Start programs on workforce retention and overtly states what those of us in the field know all too well: “higher wages and benefits are a key driver of quality in early childhood.” Getting these rules through the process is no easy task. Thanks to Head Start Director Khari Garvin, Deputy Assistant Secretary Katie Hamm, and the OHS staff who worked on this rule for continuing Head Start’s tradition of leadership in the early childhood field.

The Department of Commerce sees child care as critical to advancing the goals of the CHIPS Act, which works to protect our national security by building plants in the U.S. that manufacture the microchips that are essential to our defense industry and many of the products we use every day. As every community in the United States knows, federal funding designed to support children and families is allocated by several agencies through hundreds of programs. A critical role of a community is to integrate these separate funding streams to create an infrastructure that helps children and families thrive. It is not easy. Last week, Policy Equity Group spent two days in Detroit learning how communities excel at this integration during the Strengthening Whole Child Communities: Raising the Bar from Cradle to Career Summit. Hosted by the U.S. Department of Education and funded by The Kresge Foundation, Ballmer Group, Raikes Foundation and Stuart Foundation, the event brought together policymakers, practitioners, advocates, philanthropy leaders, youth, and community-based organizations to discuss the “what” and the “how” of supporting children and their families from cradle to career to increase socioeconomic mobility. (And the best part was the Detroit Youth Choir!) Our team listened intently, and we are excited to support communities through a Community of Practice (CoP) that will build on the insights shared at the Summit and enhance the capacity of community teams to successfully implement a whole child community approach. #EdWholeChildSummit
