In our newest analysis, using data from UNOCHA’s pooled fund across UN, INGO, and LNGO budgets, we found significant cost efficiencies when channeling funding through local organizations, particularly in Nigeria and Ukraine. Important points to note from the findings: 📊 In 2023/24, if 25% of humanitarian assistance to Ukraine had been managed by local actors, an estimated $256 million in savings could have been redirected to help those in need. 📊 UN agencies charge significantly higher salaries for international staff compared to local organizations, up to 28 times more, inflating costs without added value. 📊 While INGOs and LNGOs pass through overhead costs to local partners, the UN retains these funds, restricting local actors of critical resources for capacity building. It’s time to rethink how the UN delivers aid. We must have transparency with budgets and advocate for funding models that prioritize local leadership and sustainable solutions. When all of this happens in an environment that enables locally driven initiatives to thrive, the effect is truly transformative.

In our latest op-ed for Devex, we teamed up with Refugees International to explore the financial case for localizing aid. 📊 Our data shows that local organizations are delivering assistance 17%-32% more cost-efficiently than international actors, yet they receive only 1.2% of direct funding. It’s clear that local actors need to be empowered—not treated as subcontractors, but as equal partners in decision-making and resource allocation. Transparency is key to ensuring aid reaches the frontlines. We urge donors to invest in new models that empower local organizations, provide full passthrough of overheads to local partners, and call for transparency around UN cost structures. 🚨 New Report Alert! 🚨 Amid the ongoing war in Ukraine, it is crucial to shift humanitarian leadership and resources to local responders. Currently, only 0.07% of funding in Ukraine reaches local actors, more than two years after the war started. Our newest joint report with Refugees International, funded by Center for Disaster Philanthropy, is a detailed analysis that shows shifting funding to local intermediaries in Ukraine is 15.5% more cost-efficient than international ones — using actual project data from the CBPF, covering 30% of total funding across budget from the UN, INGOs, and LNGOs.
