Tulare County Counsel renders legal services to the County of Tulare and related public agencies, and risk management services to the County. Legal services include representing and advising the officers and employees of the County and related public agencies in matters of civil concern. Public agencies represented include but are not limited to the County, the courts, the judges, and a variety of special districts and joint powers agencies located within the County of Tulare. The Risk Management Division of Tulare County Counsel is charged with protecting the County's assets (employees, physical assets and fiscal assets).

We are so proud to see our staff beginning a new adventure in law school! Michelle Marquez has been a paralegal in the office since 2006. She has always been interested in the law, but is now inspired to further her education and take a more direct role in shaping outcomes and advocating for her clients. Jorge Gutierrez-Esparza began his career with the office in June 2024 as a paralegal. He made his decision to attend law school to further his career and make an impact on his community. Brianna Sigala started as a civil office assistant in November 2024. As a child, she was inspired by Elle Woods' superior force in the movie Legally blonde. Growing up in a competitive family, she knew she wanted to be a titan in an often male-dominated field. We are excited for what your future will bring to the legal community. Congratulations!

We are so happy to support the interests of the students enrolled in the Law and Justice Academy. Our office is lucky to be able to contribute to the program!
Seniors in the Law and Justice Academy recently gained a deeper understanding of local government operations through insightful visits to the County of Tulare Board of Supervisors and City of Visalia Council Chambers. The day began with students observing a Board of Supervisors meeting, where they learned about how meetings are structured, the process of selecting board members, and key county issues. Following the session, students participated in a discussion with Supervisor and Chair Pete Vander Poel, Supervisor and Vice Chair Amy Shuklian, and County Counsel members Diana Mendez and Allison Pierce, who shared their personal journeys and provided valuable perspectives on county governance and legal advisory roles. The visit then continued to the Visalia City Council Chambers where students met Mayor Brett Taylor, Vice Mayor Liz Wynn, City Manager Leslie Binsacca Caviglia, Deputy City Clerk Jennifer Gomez, MPA, and Communications Manager Allison M. Mackey, APR. Vice Mayor Wynn and Mayor Taylor shared their leadership journeys while providing valuable insights into city operations and addressing current community priorities. This experience not only highlighted the collaborative efforts between city and county governments but also provided students with valuable exposure to civic engagement and leadership. Special thanks to Jennifer Gomez and Allison Pierce for their roles in coordinating the visit. Appreciation is also extended to County staff present for the meet and greet, including County Administrative Officer Jason T. Britt, County Counsel Jennifer Mendoza Flores, Chief Clerk Melinda Benton Benton, and Chief of Staff Israel Sotelo. #vusdcte
