Lee Institute for Health Policy Studies (IHPS) and Healthforce Center at UCSF Healthforce Center at UCSF are seeking a full-time post-doctoral scholar to join the team for Policy at Healthforce. Read on for details and please spread the word! This position’s training and appointment will be based at IHPS, which has 50 years of providing health policy research. This role will work on projects primarily at Healthforce Center with a vibrant group of faculty and staff doing health workforce studies across many domains. The faculty mentor will be Beth Mertz. In close collaboration with communities across California, the scholar will contribute to research projects that advance a health workforce policy agenda that prioritizes system changes to generate better economic opportunity, and, ultimately, better health for communities of color, statewide public health, and individual health equity. Specific research and implementation projects will be developed collaboratively. The role may also have opportunities to collaborate with faculty at IHPS and Healthforce Center, opportunities to be first author for journal articles, and time for individual research, as well as invitations to participate in professional development activities of IHPS and UCSF. California Announces Strategy to Expand Behavioral Health Workforce through Proposition 1 This week, California Department of Health Care Access and Information presented its strategy on how to grow and diversify the behavioral health workforce to the California Health Workforce Education and Training Council. This strategy is designed to better understand and equitably solve the workforce shortages in behavioral health services, fully leveraging ongoing funding available through Prop 1 (estimated $95 million annually), as well as other workforce investments. These efforts will increase the supply of behavioral health workers in California, by providing financial and training support for individuals seeking careers in behavioral health fields (e.g., scholarships, loan repayments, paid clinical and apprenticeship opportunities) and support for organizations and educational institutions that grow the workforce – with a goal of ensuring all Californians have access to equitable, affordable, and quality behavioral health care. "This is a big step for the State of California in addressing the behavioral health crisis,” said HCAI Director Elizabeth Landsberg. “Having a statewide behavioral health workforce strategy to identify the gaps and grow this critical workforce in the Golden State is no small feat, and no single organization or agency will be able to solve our behavioral health workforce challenges alone. 💡 New York Nurse Practitioners Sue State Over Pay Equity, Allege Gender Inequality 💡 By Alicia Gallegos -- Joanne Spetz of Healthforce Center at UCSF and UCSF Phillip R. Lee Institute for Health Policy Studies (IHPS) weighs in on this new development around scope of practice and pay equity: "This is the first time I've heard of [such] a case being really gender discrimination-focused," she told Medscape Medical News. "On one level, I think it's groundbreaking as a legal approach, but it's also limited because it's focused on public, state employees." A group of nurse practitioners (NPs) employed by New York state has sued the state, alleging that their employer has them doing the work of physicians but underpays them. The New York State Civil Service Commission understates the job function of NPs, overstates their dependence on physicians, and inadequately pays them for their work, according to the complaint filed in the US District Court for the Northern District of New York. The nurses claim the mistreatment is a consequence of the fact that "at least 80% of the state's employed NPs are women." Michael Sussman, a Goshen, New York-based attorney for the nurses, told Medscape Medical News that New York NPs are increasingly being used essentially as doctors at state-run facilities, including prisons, yet the state has failed to adequately pay them. The lawsuit comes after a decade-long attempt by NPs to attain equitable pay and the ability to advance their civil service careers, he said. "New York state has not addressed the heart of the issue, which is that the classification of this position is much lower than other positions in the state which are not so female-dominated and which engage in very similar activities," Sussman told Medscape Medical News. During this time I attended 6 highly informative in-person seminars, made lifelong connections to 31 highly talented clinicians, and now join the ranks of the CHCF Alumni Network. I credit the California Health Care Foundation leadership program for the inspiration behind my graduation project that united the nation's largest publicly traded operator of post-acute care facilities (Ensign Services) with the nation's largest post-acute electronic health record (EHR) company (PointClickCare). This unique collaboration fostered the development of a one-click, standardized texting communication tool, integrated directly into the EHR.
