Since the USS Nautilus entered service in 1954, the United States has commissioned some 220 nuclear-powered warships. The arguments for nuclear power have centered on the nearly unlimited endurance capabilities that made these ships independent of land bases, and in the case of submarines, the ability to remain submerged and undetected. Nuclear power has just been extended to Australia through AUKUS, the collective security agreement between Australia, Britain and the United States, under which a total of eight nuclear-powered submarines will be delivered to the Royal Australian Navy over the coming decades. But nuclear power faces severe challenges, from shipbuilding and fuel-replenishment costs to labor recruitment and high-tech training. In Voices today: Two California professors involved in data science, philosophy and computing explore the topic of AI responsibility and whether or not medieval theology might play a role in guiding it. As a society, they say, we face a conundrum: it seems that no one, or no one thing, is morally responsible for the AI's actions -- what philosophers call a responsibility gap. Present-day theories of moral responsibility simply do not seem appropriate for understanding situations involving autonomous or semi-autonomous AI systems. For the 76th anniversary of the founding of North Korea, Chinese President Xi Jinping vows — in a letter to North Korean leader Kim Jong Un — to strengthen ties with Pyongyang. "China and the DPRK are linked by the same mountain and rivers and the traditional friendship has been further consolidated with the passage of time," Xi wrote, according to state-run Korean Central News Agency. Rep. Chip Roy, R-Texas, has introduced a bill based on a Trump- and MAGA-touted conspiracy theory that says immigrants are being shuttled into the United States to vote illegally this election year. But non-citizen voting is a rare occurrence that often happens by mistake, according to Michelle Kanter Cohen, policy director and senior counsel for the Fair Elections Center. Kanter Cohen told UPI that the penalties in place are already enough of a deterrent to stop non-citizens from attempting to vote. Rachel Orey, director of the Bipartisan Policy Center's Elections Project, told UPI that there are other and better ways to deter illegal voting and reinforce trust in the process. "There are ways we can improve voter registration … but these should be done in time," Orey said. "They should be well-resourced changes. The U.S. State Department says it is trying to get more information after an American activist was killed after being shot in the head in the West Bank. Aysenur Ezgi Eygi died at a hospital, according to the director of the Rafidia State Hospital. While in Beita, south of Nablus, the 26-year-old American-Turkish citizen was shot by Israeli troops while attending a weekly protest against settlement expansions in the West Bank. https://lnkd.in/eHxHHv4e

By most all objective accounts, Edmundo González Urrutia won an overwhelming majority of votes in Venezuela’s recent presidential election. Yet the nation’s authoritarian leader Nicolas Maduro has not accepted those electoral results and even has issued an arrest warrant for González Urrutia. On Wednesday, the U.S. State Department condemned that action this week and said that Maduro and his representatives "cannot indefinitely suppress the legitimate aspirations of the Venezuelan people and maintain power by force." https://lnkd.in/ePdd9eP9

A high-performance computer called "Rhea" will advance NOAA research on weather, climate, and ocean and ecosystem prediction at its new modular facility in Fairmont, W.Va. The new $100 million state-of-the-art high-performance computer system will add about eight petaflops of computing speed and capacity to NOAA's existing capacity of 35 petaflops, bumping the total to 43 petaflops. A petaflop, NOAA officials say, is one thousand trillion, or one quadrillion, operations per second, and represents an extremely fast computing speed for a single machine. https://lnkd.in/eHZx3Wsu

Tensions remain high on the Korean peninsula, with North Korea maintaining a steady stream of weapons tests and hostile rhetoric. Last week, Pyongyang unveiled new "suicide" attack drones and an upgraded multiple rocket launcher -- short-range weapons that threaten targets such as Seoul, located only 30 miles away from the border with the North. To counter any aggression from the North, the United States and South Korea on Monday conducted major amphibious assault drills, storming a beach in the southeastern city of Pohang with heavy machinery and dozens of troops. Adults in two age cohorts -- 19-to-30 and 35-to-50 -- are continuing to consume more cannabis and hallucinogens, such as LSD and psilocybin mushrooms. According to the Monitoring the Future survey by the University of Michigan's Institute for Social Research and the U.S. National Institutes of Health, both groups also reported historically low levels of past-year use of tobacco cigarettes. Alcohol remained the most-used intoxicating substance reported among adults in the study, but younger adults reported all-time lows in their levels of past month drinking, daily drinking and binge drinking. Conversely, older counterparts in the study reported past-month alcohol use and binge drinking at slightly higher rates than in the past 10 years. https://lnkd.in/eD7AGXf5
