This is a Pathways Recent Graduates Program - Excepted Service Appointment.

The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. To be eligible, applicants must apply within two years of degree or certificate completion (except for veterans precluded from doing so due to their military service obligation, who have up to six years after degree completion to apply). This position may be non-competitively converted to a permanent position; however, conversions are not mandatory or guaranteed.

As a Budget Analyst, GS-0560, 9, you will be responsible for:

  • Assisting in the preparation of budget estimates and justifications.
  • Providing information and advice to program managers, budget contacts, and managers on how to formulate their budgets.
  • Conducting reviews and edits of budget narrative materials.
  • Researching and interpreting budgetary guidance.
  • Ensuring data conforms to budget guidance and compiles information for its use in budget requests.
  • Developing standard and ad hoc reports and queries.
  • Assisting with monitoring spend plans to help inform budget formulation, uses reports to interpret spending trends.

As a Budget Analyst, GS-0560, 11, you will be responsible for:

  • Analyzing Principal Office Component (POC) budgetary information for clarity and reasonableness.
  • Performing trend analyses on prior year expenditures to inform budget formulation.
  • Conducting reviews and edits budget narrative materials.
  • Researching and interpreting budgetary guidance.
  • Ensuring budget materials conform and comply to budget guidance and regulations.
  • Coordinating and managing budgetary meetings with internal and external stakeholders.
  • Ensuring meeting documents/reports are prepared accordingly, verifies data, develops notes and materials, provides necessary follow-up actions.

  • Must sign a Pathways Programs Participant Agreement.
  • A minimum one year trial period will be required.

Conditions of Employment

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience For The GS-9

One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:

  • Experience preparing budget estimates and justifications.
  • Experience researching budget guidance and procedures; and applying to the budget process and work assignments.
  • Experience using automated financial systems, spreadsheets, databases, and reporting software.

OR

EDUCATION (see EDUCATION SECTION of the vacancy announcement)

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level

Knowledge, Skills, And Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).   • Ability to prepare budget estimates and justifications.
  • Ability to research budget guidance and procedures and apply to budget process and work assignments.

Specialized Experience For The GS-11

One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:

  • Experience analyzing complex data to effectively defend budgetary needs.
  • Experience researching budget guidance, and procedures; and applying to budget processes and work assignments.
  • Experience in the preparation of communications both verbally and in writing, for external and internal stakeholders.

OR

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level

Education

You may meet the minimum qualifications of this position by meeting the following education options.

(GS-9)

Two years of graduate education (beyond a bachelor's degree).

A master's degree or equivalent degree

or

LL.B. or J.D., if related

or

A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.

(GS-11)

Ph.D.

or

equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

or

A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
