Description

This position supports Leidos Health and Civil Division programs which provide essential support to service members and their families, enhancing readiness, resilience, and quality of life while promoting operational effectiveness and community well-being.

The Director of Operations reports to the Program Manager (PM) and provides team leadership in the performance of all operational activities to include resources, processes, personnel, materials, training, equipment, and technology, for every phase of the contract lifecycle. The Director of Operations assists the PM in managing this contract and shall be acts on behalf of the PM in their absence with the same contractor authority. Responsible for planning, day-to-day management, and operational decision making in support of this program to meet the Government goals and objectives. Reviews user and/or technical requirements, identifies tasks, assigns and coordinates resources, and supervises the creation and tracking of project schedules. Provides management and oversight of all activities performed by support personnel. Plans, manages, and reports progress of all work to PM. Supervises Functional Directors and project operations.

Primary Responsibilities

  • Manage program overall daily operations.
  • In the absence of the PM shall act as a point of contact with the authority to speak and act on behalf of the contractor directly with the Program Team.
  • Provides overall strategic direction and oversight to operational staff ensuring roles and responsibilities are clearly defined, and support activities are performed as required.
  • Develops and implements service delivery model to ensure operational service quality.
  • Provides human capital leadership and expertise to drive quality operational activities advising on manpower utilization, workflow, and operational procedures to increase efficiency, productivity and make overall improvements for the program.
  • Manages operational performance of subcontractors from a program delivery standpoint.
  • Ensures teams operate in an integrated and collaborative manner achieving cohesive program delivery.
  • Supports and contributes to the development and execution of operational approach for the program (in compliance with the contractual requirements), operational delivery of deliverables, and supporting service delivery and project documentation.
  • Creates Project Management Institute (PMI) compliant project plans, provides input to policies and procedures and assists in the development and implementation of professional standards and policies.
  • Ensures operational compliance with contract requirements, schedules, and provisions.

Required Qualifications

  • A Masters degree from an accredited graduate program with 8+yrs of experience as a program/project manager operating a military readiness program of similar scope and size.
  • Eight years experience in operational planning, prioritizing, and executing in a complex, fast-paced, changing operational environment.
  • Strong project management skills to deliver services within planned timelines, budgets, margins, and quality specifications.
  • Demonstrated success in government contracting supporting federal contracts over $200M annually in a leadership role.
  • Operational experience leading large integrated globally dispersed teams.
  • Exceptional critical analysis and thinking capabilities.
  • Well-developed verbal and written communication skills with the ability to liaise with a variety of stakeholders.
  • Due to US Government contract, US Citizenship is required.
  • Ability to obtain/maintain a Public Trust Security Clearance.
  • This position is a remote position and requires a quiet, private, confidential space to work from as well as having access to your own reliable high-speed internet hard wired to your home or apartment (coax or fiber from the Internet Service Provider (ISP) to your home. Using a hot spot from a mobile device (tethering) or wireless ISP is not acceptable.

Preferred Qualifications

  • Experience working directly with Commander, Naval Installation Command (CNIC).
  • Hold a current valid unrestricted counseling license/certification from a State, D.C., a U.S. Commonwealth, or a U.S. Territory that grants the authority to provide counseling services as an independent practitioner.
